The Consulate General acts as Registrar for French nationals resident in Ireland: issues them with identity cards and passports, registers their births, deaths and marriages, enters them on the electoral rolls and organizes polling stations for major national elections, draws up notarial acts and ensures the protection of their rights with regards to the British authorities. It is also responsible for issuing visas pursuant to the Schengen Agreement to persons who require them.
A passport is an official document issued by the French Administration, when living abroad the Consulate/Embassy issues it. It proves the person's identity and allows one to travel abroad outside the EU. It can take several weeks to issue a passport as they are all produced in France. The consulate cannot intervene in the process of making the passport, therefore it is strongly advised to request it early enough to avoid disappointment if one had plans for traveling.
THE NOTARY DEPARTMENT IS CLOSED. In accordance with a decree published in the French "Journal Officiel" on the 18th December 2004, diplomatic and consular agents in the European Union, the European Zone, Andorra, Monaco and the Holy See will no longer offer assistance in this matter. Members of the public can seek advices at a "notaire" in France or at a public notary in Ireland.
The private deeds are documents prepared by notaries in France. As they are not notarised deeds, one just needs to come in person in order to have their signature legalised by a Consular Officer or by an Honorary Consul. The applicant must bring their passport with them. Please note that it is not necessary to have an appointment if one comes to this Embassy - Just ask for the Notarial Department. As for the Honorary Consuls, it is necessary to contact them prior to the visit.
