The Consular Section's main mission is to administer according to French laws and regulations the French community, whether transient or established in Estonia. It is assisted in its work by the network of honorary consuls and offers the following services:

  • registration in the register of French outside France;
  • issuing passports and national identity cards;
  • registration of civil status acts (birth, marriage, parental recognition, death ...)
  • identifying young French;
  • the organization of some national elections (presidential and referenda) or specific French abroad (Assembly of French Citizens Abroad);
  • the establishment of proxies in national elections

The Consular Section also acts as a support function to the French that it protects (especially in case of arrest, incarceration, illness or serious accident), in compliance with local legislation. The Consul also chairs the local Commission scholarships.

A passport is an official document issued by the French Administration, when living abroad the Consulate/Embassy issues it. It proves the person's identity and allows one to travel abroad outside the EU. It can take several weeks to issue a passport as they are all produced in France. The consulate cannot intervene in the process of making the passport, therefore it is strongly advised to request it early enough to avoid disappointment if one had plans for traveling.

Since 1 January 2004, the Register of French outside France replaced the consular registration. This is a free administrative approach. It is recommended for all citizens living for at least 6 months in the Czech Republic. Optional registration is valid for five years and renewed. Once registered, you will receive a consular card certifying that you are under the French consular protection.

Theft or loss of a valid passport must be reported to the police and a police report should be presented when applying for a new passport. Otherwise a passport is applied as normally. When reporting a lost passport to the police it should be noted that a report made by telephone and a registration number given on the basis of that might not be adequate proof to the insurance company. The report can be made in person at a police station so that a report of the crime is available in writing.
