The Finnish Embassy's Consular Section serves Finnish citizens and foreigners residing permanently in Finland with matters involving Finnish authorities, such as passports, notary services and certain specific legal transactions, family law, citizenship and military service. The Consular Section assists Finnish citizens in distress, gives information on the services provided by Finnish authorities and the legal protection available to private citizens, and advises on general procedures related to legal or administrative matters in Finland and Ireland. The Finnish Embassy also arranges for absentee voting in Finnish elections. Foreign citizens can consult the Embassy's Consular Section on matters related to visas and entry permits. Finnish Embassies and Consulates can do the following:
- advise on how to transfer money through a bank or other money transfer company (such as Western Union),
- transfer funds to help those in distress,
- help victims of sudden illness, accidents and crimes so that they can get the medical care or other immediate assistance they need,
- grant a temporary passport for repatriation (to replace a passport which is outdated or which has been lost, stolen or destroyed),
- contact the insurance company in cases of sickness or death,
- help those in distress or crisis situations, or those taken into custody, to get in touch with their next of kin
Finnish citizens residing abroad must keep the personal data that has been entered in the Finnish Population Information System up-to-date. This stipulation applies whether they are residing outside of Finland on a temporary or a permanent basis. Changes should be reported by Finnish nationals abroad as they occur. The changes to personal information that must be reported include among others marriage, divorce, the birth of children, name changes, the acquisition of foreign citizenship and change of address.
The information contained in the Population Information System enables many rights and responsibilities to be determined. For example, the voting register is based on this information. If the address in the Population Information System is incorrect, then important documents regarding matters related to conscription, citizenship or notification of the right to vote may not reach the recipient.
If abroad, Finnish citizens may submit their passport applications to any Finnish mission (Embassy, Consulate General or Consulate). You cannot apply for a passport at any Finnish Honorary Consulate. In Ireland the only place where you can apply for a new passport is the Embassy of Finland in Dublin. A Finnish citizen may submit a passport application to any Finnish mission abroad or at any of the service points located in specific police stations in Finland regardless of his/her place of residence. Passport applications must always be submitted in person.
A biometric passport is valid for 5 years. Minors (under 18 years old) are issued their own passport and they must also submit the application in person.
Emergency passports may be issued for particular situations. The granting of emergency passports always involves careful consideration and is done on a case by case basis. A temporary passport is only valid for a limited period of time, normally the time it takes to return to one's country of residence. An emergency passport contains no technical component (microchip) and it is issued to the applicant on the spot.
It is the responsibility of the passport holder to ensure that the name in the passport corresponds to the name registered in the Finnish Population Information System. If a name changes, then that change must be registered in the Finnish Population Information System. A person with a new name must apply for a new passport if he/she wants to use the passport as a travel document.
The passport fee should be paid in advance to the Embassy's bank account. Payment in cash or by cheque at the time of application is possible only in exceptional cases. Credit or laser cards are not accepted. Bank account information: Bank of Ireland, sort code 901490, account 51284015 or BIC: BOFIIE2D and IBAN Account No: IE69BOFI90149051284015. The name of the applicant and the words "passport application" must be entered in the message field.
Completed passports can also be forwarded to the applicant by registered post at a cost of 6 euros. The postage fee must be paid when the passport application is submitted to the Embassy.
