The Consular Section of the Estonian Embassy in Helsinki provides consular assistance and services to overseas Estonians, which include citizen registration, identification documents and passport related matters, emergency travel documents, legalization of documents, etc. The Consulate also issues visas to foreign nations who wish to visit Estonia and offers a range of other services and information on Estonia.

Estonian passport and ID-card applicants have to come to the Embassy in person to submit the application, as the Embassy collects fingerprints for the documents. In case of a child under 15 years old, an application for passport is submitted by his/her legal representative - a parent, guardian or authorized representative of guardianship authority, a child older than 15 years can apply for passport on his/her own.

Every Estonian national has the obligation to update his/her data in Estonian Population Registry. If one lives in Norway but has an Estonian address as a place of residence in Estonian Population Registry, it should be replaced with his/her Norwegian address.

An original document (e.g. birth certificate) should be sent to the Embassy in Helsinki.
