The Consular Section of the Croatian Embassy provides standard consular services including:

If a passport has been lost or stolen, a Croatian citizen is obliged to report this immediately to the Embassy and make a statement about the circumstances in which the passport got lost or stolen. She/he is also obliged to submit an Affidavit (Statement) from the competent foreign Police Station that the Croatian passport was stolen or got lost. This statement should be translated into Croatian. The Croatian Embassy will adopt an Official Statement (rješenje) declaring the passport null and void. This Statement must be made public in the Croatian Official Gazette (Narodne novine). After the notification of the lost passport has been published in the Official Gazette the procedure of issuing a new passport can begin.

Since 1 April 2013, the Republic of Croatia has been applying the European Union's Common Visa Policy. Pursuant to the decision of the Government of the Republic of Croatia, in the period from 1 January 2013 to 31 December 2013, all foreign nationals who are holders of valid Schengen documents are not required to have additional (Croatian) visa to enter Croatia and a enjoy short stay.

Theft or loss of a valid passport must be reported to the police and a police report should be presented when applying for a new passport. Otherwise a passport is applied as normally. When reporting a lost passport to the police it should be noted that a report made by telephone and a registration number given  on the basis of that might not be adequate proof to the insurance company. The report can be made in person at a police station so that a report of the crime is available in writing.
