Location: Zürich
For a data governance transformation program at a Swiss banking client, we are looking for an experienced Regulatory Data Governance Expert to complement an existing delivery team. While core data governance, architecture, and implementation topics are covered, the project requires deep regulatory expertise to assess, interpret, and translate regulatory requirements into a compliant target operating model.
- Conduct GAP analyses (as-is vs. to-be) of the existing data governance and data management setup
- Evaluate regulatory compliance and maturity across the following areas:
- Data governance structures, roles, and responsibilities
- Risk data aggregation and reporting
- ICT and operational resilience controls
- Data quality, lineage, ownership, and accountability
- Interpret and operationalize regulatory requirements, including:
- GDPR / DSGVO
- FINMA Circular 2023/1 (Operational Risks and Resilience)
- DORA (Digital Operational Resilience Act)
- FL Banking Ordinance Art. 33 (implementation of BCBS 239 principles)
- MAS Data Governance and Management Practices
- Relevant standards and guidelines (e.g. ISO 27001, NIST, EBA guidelines on ICT risk and outsourcing)
- Provide regulatory guidance to data governance, architecture, and delivery teams
- Support the definition of a compliant target state, including policies, controls, and governance mechanisms
- Contribute to client-facing documentation, assessments, and management presentations
- Strong professional background in banking regulation, risk management, or compliance, with a focus on data-related regulations
- Proven hands-on experience with data governance frameworks in regulated financial institutions
- In-depth understanding of FINMA, EU, and international regulatory expectations related to data, ICT, and operational resilience
- Experience performing regulatory gap analyses and translating regulations into operational requirements
- Ability to work collaboratively with data governance, IT, security, and architecture teams
- Strong analytical, documentation, and stakeholder communication skills
