OverviewPlay a key role in advancing energy resilience and efficiency for one of the U.S. military s most important installations. This position supports large-scale energy management initiatives focused on optimizing energy usage, reducing operational costs, and implementing sustainable and resilient infrastructure solutions. The Resource Manager works closely with installation leadership, engineers, and federal stakeholders to evaluate energy consumption, develop strategic energy plans, and support implementation of projects that enhance operational readiness and environmental performance.
Responsibilities- Provide technical and analytical support for energy efficiency, renewable energy technologies, and infrastructure improvements across the installation.
- Assist with maintaining and updating Integrated Energy Strategic Plans (IESPs) to align with evolving federal energy and resilience objectives.
- Identify federal and state programs that support development of energy and infrastructure projects.
- Evaluate opportunities for utility incentives and funding programs that enhance project feasibility.
- Support development and evaluation of energy projects including ERCIP, UESCs, ESPCs, and Power Purchase Agreements (PPAs).
- Collaborate with installation leadership to support development of microgrids, metering infrastructure, and advanced control systems.
- Review investment-grade audits (IGAs) and Life Cycle Cost Analyses (LCCA) to support energy project implementation and lifecycle management.
- Monitor energy and water consumption data to identify trends, anomalies, and opportunities for efficiency improvements.
- Assist with metering data collection and analysis to support accurate energy assessments.
- Conduct building and equipment performance analysis using data logging tools to detect inefficiencies.
- Perform utility rate and billing analysis to identify cost optimization opportunities.
- Identify and recommend low-cost and no-cost energy conservation measures through on-site assessments.
- Support development of strategic communications initiatives promoting energy resilience, conservation, and sustainability awareness.
- Bachelor s degree required (Mechanical or Electrical Engineering preferred).
- Professional Engineer (PE) license strongly preferred.
- 9+ years of experience supporting energy management, facilities engineering, or infrastructure optimization programs.
- Experience with HVAC systems, facility operations, utilities, or energy infrastructure.
- Familiarity with federal energy programs, regulations, and project funding mechanisms preferred.
- Strong analytical and problem-solving skills with the ability to interpret technical data and energy performance metrics.
- Excellent communication and presentation skills with the ability to collaborate with technical and non-technical stakeholders.
- Ability to obtain secret clearance.
