County of Siskiyou – Geographic Information Systems Specialist

Under general direction, this position performs a variety of complex technical work related to Geographic Information Systems (GIS) and the development, revision and customization of maps on a computerized mapping system. Responsibilities include providing public assistance in explaining and interpreting maps and property descriptions, preparing specialized reports for county and other governmental agencies, and performing related work as required.

Distinguishing Characteristics

This is a specialized GIS Specialist classification. The incumbent has day‑to‑day responsibility for the county’s computerized mapping system and GIS database across various departments. The role also involves skilled drafting or mapping work, distinguishing it from the Cadastral Mapping class series.

Reports To

Various supervisory or management positions depending on the department or program area the employee is assigned to.

Essential Functions

Day‑to‑day responsibility for the county’s computerized mapping system and equipment; operation and maintenance of GIS databases; creation, updating, or customization of specialized departmental maps using GIS data; computation of acreage and land descriptions to accurate scale; generation of maps for the public and county departments; maintenance of county‑wide parcel fabric; drafting of maps, drawings, tracings, and title sheets; representation of the department and county on related committees.

Knowledge

of
  • GIS, GPS, computer hardware and software, Microsoft Windows, Windows Server, and Microsoft Office (Outlook, Word, Excel, PowerPoint).
  • Esri GIS products including ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise (Portal, Server, ArcSDE) and Esri mobile applications (Field Maps, Survey
    123, Workforce).
  • SQL databases including Postgre

    SQL.
  • Python, SQL, Arcade and HTML programming languages.
  • Laws, rules, and regulations governing the development and maintenance of maps, address systems, and street names.
  • Nomenclature, symbols, methods, and practices used in property descriptions, map development, and drafting.
  • Good public relations techniques.
  • Computer systems, software and peripherals used by various county departments to maintain accurate maps.
  • Modern office methods and procedures.
  • Use of GPS equipment, software, collection techniques, attribute tables and data management.
Desired Skills
  • Maintain day‑to‑day responsibility for the county’s computerized mapping system.
  • Skillfully use computerized mapping systems and GIS databases.
  • Coordinate map development and revisions with other county departments using GIS.
  • Read and understand codes, statutes, and information related to map development, address systems, and street names.
  • Gather and organize data and information.
  • Perform difficult drafting and mapping work with skill and accuracy.
  • Make mathematical calculations quickly and accurately.
  • Prepare and maintain records and reports.
  • Deal tactfully and courteously with the public and staff when explaining and interpreting maps and property descriptions and naming regulations.
  • Establish and maintain cooperative working relationships.
  • Develop specialized maps using GPS equipment, software and related databases.
Training and Experience

Any combination of training or experience that provides the knowledge and skills to successfully perform the listed duties is qualifying. A typical path includes:

  • Associate’s degree in GIS or a related field such as urban land use planning, cartography, or computer science.
  • At least two years of experience with Esri ArcGIS products (ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise, Field Maps, Survey
    123, Workforce).
  • Advanced educational training in mathematical subjects such as geometry, advanced algebra, trigonometry, and completion of pre‑engineering courses (highly desirable).
Special Requirements

Current valid driver’s license.
