General Description
Perform HVAC/R work—including construction, remodel, repair, and preventive maintenance—on all HVAC/R systems in Wyoming Military Department facilities, primarily Cheyenne, Laramie, Torrington, and Wheatland (over 644,520 square feet). Assist tradesmen and building & grounds staff with plumbing, electrical, and snow removal duties. Manage state‑issued tools and equipment, research work orders, direct work to the supervisor, update tracking, identify required parts, and provide call‑in or call‑back services for emergencies.
Maintain an EPA Universal certification.
- Troubleshoot and diagnose HVAC/R systems, recommend repair or replacement.
- Replace, install, or adjust HVAC/R units (chillers, heaters, air conditioners, and other environmental controls) using pneumatic, electronic, or mechanical methods.
- Conduct efficiency analyses and provide recommendations, specifications, and initial design requirements for system replacements or energy‑saving modifications.
- Coordinate startup and shutdown of heating and air‑conditioning systems and related equipment.
- Implement and manage a preventive maintenance program for 350+ facility systems, including monthly/quarterly/semi‑annual inspections, filter changes, and parts stocking.
- Coordinate repair parts acquisition with trades management and verify fund availability.
- Ensure compliance with the EPA Clean Air Act (1992‑1994) for ozone‑depleting substances and toxic oils/refrigerants; convert systems to environmentally responsible refrigerants.
- Maintain accountability of ozone‑depleting chemicals from procurement to disposal, affix labels and notices to systems or containers.
- Use specialized equipment to install and evacuate refrigerants/oils and to perform brazing/soldering with flammable gases under safety protocols.
- Comply with OSHA guidelines, maintain an SDS folder, and log information in the work order system.
- Diagnose and troubleshoot Building Automation System (BAS) and Direct Digital Controls (DDC) issues within facility systems.
- Read vendor technical manuals, schematics, and blueprints to aid troubleshooting.
- Fabricate test equipment, jigs, manifolds, specialty parts, and ducting as needed to reduce contractor reliance.
- Log work orders, submit timecards, leave requests, travel requests, and overtime requests via email to supervisor.
- Submit purchase requests for replacement parts and use a purchase card, track statements, approval emails, and attach receipts to work orders.
- EPA HVAC Universal Technician Certification (preferred), R410A Refrigeration Certification, State of Wyoming HVAC Low Voltage Electrical License (preferred).
- Basic refrigeration cycle theory, thermodynamic knowledge of saturation tables, low‑voltage electrical; ability to perform heating and cooling load calculations.
- Trained in the safety and operation of light‑ and some heavy‑duty equipment.
Minimum:
Bachelor’s Degree or equivalent. 3‑4 years of progressive HVAC work experience may substitute for a degree.
0‑1 year of progressive HVAC experience with acquired knowledge at the level of an HVAC Specialist, or 3‑4 years of progressive experience at the same level as a substitution.
Licenses & Registrations- EPA License (agency may require).
- Must pass a background check.
- Current driver’s license and ability to obtain and maintain a federal security clearance.
- May be subject to after‑hours call‑back or reporting outside normal schedule.
