Position: Technical Operations Supervisor 2025-02104

GENERAL DESCRIPTION

The Wyoming Department of Transportation (WYDOT) is seeking a Technical Operations Supervisor I for our District Traffic Program in Rock Springs, Wyoming. Under the supervision of the District Traffic Supervisor, this position provides expert-level maintenance and upgrades of traffic-related electrical devices throughout the district.

RESPONSIBILITIES
  • Lead operation, scheduling, maintenance, and upgrades of electrical traffic control and lighting devices to ensure safe and efficient regulation, warning, and guidance of the traveling public in compliance with WYDOT, NEC, and MUTCD standards.
  • Supervise all electrical crew activities, give expert guidance, and review work daily to ensure job quality.
  • Train electrical technicians in all aspects of work and develop an on‑call rotation schedule.
  • Manage inventory, order materials and equipment, and complete all daily, weekly, and monthly work reports including safety reports and inspections.
  • Conduct safety meetings and instruction; assist with annual budgeting.
  • Troubleshoot, maintain, repair, and install complex electrical and electronic devices such as traffic signals, roadway lighting, flashing beacon warning systems, pedestrian crossing systems, and road closure gates.
  • Utilize special software, hardware, complex testing devices, and communication devices to operate and maintain the devices listed above.
  • Perform locates on all State of Wyoming underground utilities using specialized locator equipment, GPS, and mapping data.
  • Perform inspections on all electrical devices installed on construction projects, using plans and drawings.
  • Attend training for various electrical equipment and technology.
QUALIFICATIONS
  • Minimum of 4 years of work experience with Traffic Signals and Roadway/High Mast Lighting.
  • IMSA Certifications – Work Zone Safety, Traffic Signal Field Technician Level 1, 2, and 3;
    Roadway Lighting Level 1.
  • Class A commercial driver's license.
KNOWLEDGE
  • NEC (National Electrical Code) handbook and MUTCD (Manual on Uniform Traffic Control Devices).
  • Safe operation out of an aerial lift truck at heights of 40 feet.
  • Electrical systems ranging from low voltage DC (12 to 24 volts) and AC 120 to 480 volts.
  • Time management and decision making in the field without on‑site supervision.
  • Leadership skills related to recruitment, retention, and development of crew members.
  • Contract time administration and changes.
EDUCATION & EXPERIENCE
  • Bachelor’s Degree (typically in Telecommunications) and 1–3 years of progressive Technical Operations experience at the level of a Technical Operations Principal; or 4–6 years of progressive experience with equivalent knowledge.
  • Class A Commercial Driver's License required.
PHYSICAL WORKING CONDITIONS
  • Perform repairs of faulty electrical or electronic equipment up to 40 feet working height in a bucket truck.
  • Ability to lift up to 50 lbs and conduct repairs 24/7 in all weather conditions.
  • Occasional overnight travel required.
NORMAL NOTES
  • Non‑exempt position under FLSA.
  • Pre‑employment drug screening and physical required; random drug and alcohol testing may be conducted.
  • Must be available for emergency work calls at any time, including nights, weekends, and holidays.
  • Employees must report to the department shop within 30 minutes of a call.
