Position: SPA & Rules Manager 2026-00640

General Description

The SPA and Rules Manager provides support to the Policy, Administration, and Communications Section and the Division of Healthcare Financing through analysis projects that inform policy development, implementation of best practices, and Division strategic planning. This position drafts policy briefs, provides policy recommendations, and reviews existing Division policies and processes for opportunities to improve efficiencies and service provision. This position coordinates, monitors, reviews, and submits State Plan Amendments and ensures SPAs align with state and federal rules and regulations.

This position manages Division rules promulgation by providing coordination and facilitation throughout the promulgation process. This position provides support for the Division program initiatives and special projects.

Essential Functions
  • Conduct policy research and assign tasks, prepare data analyses and written reports, and develop recommendations for leadership regarding program refinement and operational improvements.
  • Coordinate the development, review, and submission of State Plan Amendments (SPAs) within Division and federal timelines; track and manage the full SPA process from drafting to federal approval.
  • Facilitate the development, revision, and submission of Division rules to support Department initiatives and priorities; ensure adherence to state and federal regulations, and track and manage the full promulgation process.
  • Monitor and flag upcoming federal regulatory and policy changes; facilitate discussions to assess impacts and support timely Division response; track implementation of federal and legislative mandates and monitor policy review, approval, and denial processes.
  • Prepare and support technical documents (rule packages, SPA submissions, Statements of Reasons, public notices, provider and member guidance, and other external communications); monitor accuracy, clarity, and compliance with federal, state, and agency formatting requirements.
  • Support the Health Stat process and identify opportunities for performance improvement within the Division.
  • Coordinate and conduct quarterly onboarding, ensuring training materials remain accurate and up to date.
  • Manage and complete special projects requiring expertise in policy, cross‑Division coordination, customer service, and other areas; provide program support and assume ownership of discretionary divisional duties as assigned.
Qualifications Knowledge
  • Understanding of State and Federal regulations.
  • Ability to navigate complex healthcare topics.
  • Knowledge of State Rules and Rules Promulgation Process.
  • Strong ability to draft and understand technical writing.
  • Ability to use and navigate database systems.
Education &

Minimum Qualifications

Bachelor's Degree (typically in Business)

Experience

1–2 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Policy & Planning Analyst III, OR 4–6 years of progressive work experience…
