Position Overview

Principal Engineer – Construction Program – Sundance, Wyoming. Responsible for all aspects of highway construction and contract administration from design through construction and record finalization, including reconstruction and maintenance projects for bridges, interstate highways, state highways, county roads, city streets, and public buildings. Manages and trains a crew of technicians and engineers, works closely with federal, state, county, city officials, utility companies, landowners, and the public, applying professional engineering practices to deliver projects that are timely, within budget, and free of claims or accidents.

The town is quiet but sees summer traffic to Devil’s Tower and the Sturgis Bike Rally. Rapid City, South Dakota is about an hour away. Wyoming has no state income tax.

Essential Functions (Responsibilities)
  • Document project quantities and payments
  • Negotiate and secure agreements with landowners, government agencies, and consultants
  • Meet DEQ, BLM, USFS, and other agency requirements
  • Coordinate consensus among city, county, federal, department, public, and interest groups to address project impacts
  • Research, locate, and negotiate materials, surveys, water, and plant site agreements with private landowners, businesses, and agencies
  • Generate special provisions for each project to address unique issues
  • Initiate and monitor consultant agreements and provide surveying and engineering services
  • Generate plans, summaries, and estimates for maintenance projects
  • Resolve and recommend resolution of contractor disputes and claims
  • Review, generate, and negotiate change orders
  • Provide training to subordinates
  • Determine equipment, workforce needs, and budget requirements
  • Manage, coordinate, and organize field inspections, surveys, lab testing, material analysis, and quality control
  • Prepare technical engineering studies and/or summaries for various projects
  • Develop plans and documents
  • Ensure projects meet plans, specifications, and design criteria
  • Make engineering recommendations and summaries for a variety of projects
  • Review and approve or reject submittals
  • Ensure work activities meet technical and policy requirements, statutes, and regulations
  • Perform feasibility analysis for cost‑effective solutions
  • Coordinate with other programs, agencies, or outside entities; participate in value engineering studies and public meetings
  • Provide responses to claims, lawsuits, or public records requests
  • Prepare and coordinate budget recommendations
  • Conduct performance appraisals, hiring and disciplinary actions, and staff development
  • Advise senior leaders on design, budget, schedule, and contracts
  • Develop and implement SOPs for the engineering section
  • Participate in selection panels of architects, engineers, and contractors
  • Consult with agencies in other states or government levels for joint actions or information exchange
  • Review blueprints, design plans, and specifications for technical merit and owner intent; ensure quality control, functionality, readability, sustainability, and construction flow
  • Develop cost estimates for future projects; advise on acquisition of engineering software, hardware, equipment, and materials
  • Affix the PE stamp to work completed
Qualifications
  • Knowledge of engineering fundamentals: highway geometry, hydraulics, soil engineering, and construction practices
  • Knowledge of legal aspects of supervision, hiring, and firing
  • Skilled in preparing and delivering technical training and presentations
  • Effective verbal and written communication to external agencies, public partners, and internal engineers and technicians
