General Description

The Wyoming Department of Transportation (WYDOT) is dedicated to delivering a safe, high-quality, and efficient transportation system that keeps Wyoming moving forward. We are currently seeking a dynamic, full-time Project Development Engineer to join our team in Cheyenne, Wyoming. In this impactful leadership role, you will guide and inspire Project Development Road Design Teams, including the Utilities, Design Software Support, and Design Quality Review Sections.

You will shape critical infrastructure projects, ensuring design excellence, innovation, and the highest standards of safety and quality for communities across the state.

ESSENTIAL FUNCTIONS
  • Directly supervise, mentor, and manage principal engineers and team leaders for Project Development Road Design Teams.
  • Collaborate with the other project development engineer to evaluate workload of Road Design Teams, make adjustments, and assign design projects accordingly.
  • Monitor the Utilities Section to ensure regulations and policies regarding utilities within statewide rights‑of‑way are followed.
  • Provide guidance to the Design Support Section in establishing consistent design and drafting standards.
  • Oversee the Design Quality Review Section in delivering high‑quality highway construction documents for bid letting.
  • Write various reports.
  • Conduct reconnaissance inspections either directly or through consultants.
  • Prepare and execute the annual budget for Project Development.
  • Serve on the AASHTO Committee on Design.
  • Coordinate with other programs and districts to address issues and improve efficiency.
  • Monitor design progress of the teams, assist with issues and problems.
  • Attend PCS meetings for the review of projects under design within each District; report on status of individual projects.
  • Review and approve special provisions.
  • Monitor preliminary engineering expenditures on projects.
  • Hold monthly design team meetings.
  • Conduct and coordinate annual training for design teams.
  • Attend and participate in public meetings.
  • Assist with informational requests from executive staff and legislature.
  • Attend periodic workshops and training to increase skills and knowledge.
Qualifications
  • Preference for candidates with road design and/or road construction experience.
  • In‑state and out‑of‑state travel required.
Knowledge
  • WYDoot's policies and procedures.
  • WYDoot's plan development process.
  • Standard Specifications for Road & Bridge Construction.
  • WYDoot Road Design Manual, AASHTO Policy on Geometric Design, AASHTO Roadside Design Guide, and WYDOT Design Guides.
  • Federal and state rules and policies governing highway design and operations.
  • Ability to deal with difficult people and situations.
  • Strong communication skills.
  • Ability to build and maintain good relationships.
Education

Minimum Qualifications

Bachelor's Degree in Engineering.

Experience

4–6 years of progressive engineering experience, with acquired knowledge at the level of a Staff Engineer.

Certificates, Licenses, Registrations

Professional Engineer (PE) license required at time of hire;
Wyoming PE required within one year of hire date.
