The Finance Training & Policy Manager is responsible for developing and maintaining the Tribe’s financial policies, procedures, and training programs. This role provides training not only within the Finance Department but also across all Tribal programs, ensuring program managers, directors, and staff understand financial policies, reporting requirements, and compliance standards.
The position also leads leadership training for Council members and executives on financial governance, fiscal responsibility, and oversight. A critical responsibility is documenting step-by-step process instructions for every Finance position and duty, ensuring continuity of operations and accountability.
By building both technical and leadership training, this role strengthens the Tribe’s financial capacity, empowers program staff, and supports alignment with Northern Arapaho governance, sovereignty, and long-term sustainability.
- Finance Staff Training & Documentation
- Develop and deliver onboarding and continuing education for Finance staff.
- Document step-by-step process instructions for every Finance position and duty.
- Create user-friendly guides, checklists, and reference tools for staff.
- Program & Department Training
- Provide financial training for program managers and staff on budgets, allowable costs, reporting, and compliance.
- Deliver workshops to improve financial literacy and accountability across Tribal programs.
- Partner with Grants Finance and Controller staff to ensure program-level compliance.
- Leadership Training & Development
- Develop and deliver financial governance training for Council members, executives, and program directors.
- Provide training on interpreting financial statements, understanding fund balances, and fiscal oversight.
- Support leaders in strengthening decision-making and long-term financial planning.
- Policy & Procedure Ownership
- Develop, update, and maintain the Finance Department’s written policies and procedures (Financial PnP, Travel PnP, workflow documentation).
- Ensure policies are aligned with Tribal, federal, and audit requirements.
- Communicate changes clearly to staff, programs, and leadership.
- E-Filing & Workflow Systems
- Manage the Finance Department’s e-filing structure for financial documents.
- Ensure proper retention, organization, and accessibility of records.
- Support standardization and modernization of Finance workflows.
- Bachelor’s degree in Accounting, Finance, Business, Education, or related field; OR equivalent professional experience in financial training, leadership development, or systems documentation.
- Knowledge of fund accounting, financial workflows, and compliance requirements.
- Experience developing and delivering training programs for both technical staff and leadership audiences.
- Strong writing, presentation, and communication skills.
- High integrity and commitment to Northern Arapaho values and sovereignty.
- Strong ability to translate complex financial concepts into clear, step-by-step training and guidance.
- Effective facilitator, comfortable training both technical staff and leadership.
- Detail-oriented with a focus on consistency, accountability, and compliance.
- Collaborative across departments, programs, and leadership levels.
