OverviewThe Heavy Highway Estimator is responsible for preparing accurate, competitive cost estimates and bid proposals for public and private asphalt and heavy civil construction projects. This role analyzes plans, specifications, and site conditions to develop detailed quantity takeoffs, production assumptions, and pricing strategies. The position works closely with operations, project management, subcontractors, and suppliers to ensure bids align with company capabilities, market conditions, and profitability goals.
This is a full-time position that requires travel and overtime during peak construction season. The Heavy Highway Estimator reports to the Paving Division Manager and provides leadership, coordination, and support to estimating and operations personnel.

- Prepare accurate and detailed cost estimates for heavy highway construction projects including asphalt paving, grading, drainage, and earthwork.
- Review and interpret plans, specifications, geotechnical information, and contract documents to determine project scope and risks.
- Perform quantity takeoffs and develop labor, equipment, material, trucking, and subcontractor cost estimates.
- Solicit, evaluate, and coordinate pricing from subcontractors, vendors, and suppliers.
- Analyze production rates, site conditions, schedules, and constructability to develop realistic project costs.
- Compare estimates with historical data and previous bids to ensure competitive and profitable pricing.
- Identify risks and provide value engineering or alternative construction approaches when appropriate.
- Prepare and submit complete bid packages and supporting documentation.
- Attend pre-bid meetings, bid openings, and site visits as required.
- Coordinate with operations and project management to validate means, methods, staffing, and equipment needs.
- Support project handoff by reviewing budgets, assumptions, and key risks with the construction team.
- Track scope changes and update estimates throughout the bid and preconstruction process.
- Maintain estimating databases, cost histories, and market pricing information.
- Develop and maintain strong relationships with vendors, subcontractors, clients, and industry partners.
- Provide leadership, mentoring, and constructive guidance to team members.
- Participate in required training and stay current on industry trends, specifications, and regulations.

- Minimum of 8 years of estimating or project experience in heavy highway or heavy civil construction.
- Experience with asphalt paving, earthwork, grading, drainage, and related civil work preferred.
- Proficiency in estimating software such as HCSS Heavy Bid or similar platforms.
- Strong knowledge of heavy civil construction methods, materials, production rates, and cost control principles.
- Ability to read and interpret construction drawings, specifications, and contract documents (DOT experience preferred).
- Strong mathematical, analytical, and problem-solving skills.
- Ability to manage multiple bids and deadlines in a fast-paced environment.
- Effective written and verbal communication skills.
- Ability to work independently and collaboratively with internal teams and external partners.
- Bachelor’s degree in Civil Engineering, Construction Management, or related field preferred (or equivalent experience).
- Valid driver’s license and willingness to travel for project site visits and meetings.
- Demonstrated dependability, professionalism, and strong work ethic.
