Role Overview: Worcestershire County Council is looking to appoint two experienced Project Officers to join the Minor Infrastructure Projects team. The team delivers non‑major transport and highways infrastructure schemes that support sustainable travel and improve access to employment, education, health and leisure opportunities across Worcestershire.
You will manage a portfolio of small highway and civil engineering projects from initial concept and feasibility through design, consultation, construction, and completion. This includes ensuring schemes meet design standards, are developed with end users in mind, and are delivered on time, within budget, and to the required quality. Projects focus on sustainable transport, reducing reliance on single‑occupancy car use, and improving access to services.
Responsibilities include managing capital budgets (typically £250k+), working closely with contractors and consultants, ensuring full compliance with health and safety legislation (including CDM Regulations), undertaking consultation, preparing reports, supporting funding bids, and liaising with elected members, stakeholders and the public.
Essential Qualifications- Significant experience in highways, civil engineering or transport project delivery.
- Proven ability to manage multiple projects and budgets in a pressured environment.
- Strong knowledge of construction health and safety legislation, including CDM Regulations.
- Excellent communication, stakeholder management skills.
- Good IT skills, including spreadsheets, databases and project planning tools.
- Proactive, organised approach and ability to work on own initiative.
Level 4 qualification (or equivalent experience) and relevant highways or transport training are required. The Prince2 Foundation certification is essential. Experience of funding bids, working with developers and managing external consultants is advantageous.
