Prince William County’s Office of Management & Budget (OMB) is seeking a highly analytical, strategic, and collaborative professional to serve as a Fiscal Manager (Technical Services). This position plays a critical role in County-wide fiscal strategy, collective bargaining, financial analysis, enterprise system expertise, and agency budget oversight.

About This Role

The Fiscal Manager (Technical Services) serves as a senior fiscal and technical expert within OMB, leading complex financial analysis, supporting collective bargaining negotiations, providing enterprise system expertise, and overseeing assigned agency budgets. This position leads budget development, financial forecasting, and fiscal oversight for assigned County agencies, including multi-year financial modeling and long-range fiscal impact analysis. The role serves as the lead fiscal analyst supporting collective bargaining negotiations by developing cost models, sustainability analyses, and advising senior leadership on fiscal risk and structural cost implications.

The position also functions as a subject matter expert in Oracle EPM Cloud/Hyperion and related enterprise financial systems, performing advanced statistical and financial analysis to support executive decision-making. In addition, the Fiscal Manager conducts program evaluation and performance analysis to improve service delivery and operational efficiency while supporting high-priority fiscal initiatives and cross-functional projects critical to successful budget implementation.

Minimum Requirements

High school diploma or G.E.D. and 7 years of related experience in fiscal management.

Preferences
  • Bachelor’s degree in Public Administration, Business Administration, Economics, Public Policy, Accounting, Statistics, Analytics, or a related field.
  • Professional experience in local government budgeting, forecasting, or public sector financial management.
  • Advanced financial modeling and analytical skills, including experience with multi-year forecasting and complex fiscal impact analysis.
  • Experience supporting compensation modeling or collective bargaining financial analysis.
  • Proficiency in Oracle EPM Cloud/Hyperion, Smart View, and advanced Microsoft Excel.
  • Strong communication, collaboration, and customer service skills, with the ability to advise leadership on complex fiscal and policy matters in a fast-paced, deadline-driven environment.
Work Schedule

Monday - Friday with some evenings and weekends throughout the year as needed to accomplish responsibilities. Telework is utilized, but there is a need to work within the office and attend meetings in person within and around Prince William County.

Hiring Salary Range

$91,163 - $121,836
