We currently have an exciting new opportunity to join the East Suffolk Council's Major Sites and Infrastructure Team as a Developer Contributions Officer
.

In this role, you will support the administration of the Community Infrastructure Levy (CIL) by using systems such as Uniform and Exacom to identify liable applications, measure approved plans, issue statutory notices, and ensure all processes comply with CIL Regulations. You’ll also carry out key tasks such as calculating CIL charges, applying reliefs or exemptions, issuing Liability and Demand Notices, processing orders and invoices, and monitoring income, expenditure and administering neighbourhood CIL funding.

The role also involves assisting with the collection and logging of Section 111 RAMS contributions and responding to solicitor enquiries.

You will maintain accurate monitoring systems within Exacom for Section 106 agreements, ensuring that triggers, obligations and completions are tracked and reported effectively. Working closely with the Finance Team, you’ll help reconcile payments linked to CIL, Section 106 and RAMS contributions, support debt‑collection activities appropriate to your level, and improve the accessibility and efficiency of monitoring processes. Providing prompt, professional customer service to those contacting the Infrastructure Team is also an essential part of the role.

There will be an expectation that the role will involve answering calls from all stakeholders and responding to enquiries by emails or other means.

You will be expected to keep up to date with changes in legislation and guidance relating to developer contributions and planning reform, adapting processes as needed. Alongside this, you will contribute to continuous service improvement, support the delivery of the Planning Services Service Plan, and work in line with ISO:9001 quality standards. You will also undertake other reasonable duties as required and uphold the organisation’s workplace values in all aspects of your work.

  • At Band 5, candidates should have a good working knowledge of at least one Specialist Area, along with confident use of Microsoft Office and administrative databases. They should also have experience undertaking monitoring processes and maintaining accurate records to support the team’s work.
  • At Band 6, individuals will be able to demonstrate effective working across at least four Specialist Areas and show that they are developing deeper expertise within one of these areas. This level reflects growing professional capability and a broader understanding of specialist responsibilities.
  • At Band 7, candidates must be capable of working independently across four or more Specialist Areas and possess significant expertise in at least one of them. They will also provide informed advice to senior officers, Cabinet and Ward Councillors, and demonstrate leadership through mentoring, coaching or supporting colleagues.

You’ll need a good standard of education, including GCSEs in English and Maths and further study such as two related A‑levels or an equivalent qualification. The role also requires someone who is committed to their own professional development and who supports ongoing training and improvement.

You will be expected to work in line with the organisation’s values and to be based at either the Lowestoft or Melton offices. While the organisation encourages the use of technology for communication, there may be a regular need to travel using appropriate and agreed methods.
