The Best for the Black Country Programme Lead will provide leadership for the culture transformation programme, now in Year 2 of delivery. This role will drive sustained cultural change across the organisation by translating strategic ambitions into tangible outcomes that are understood, owned and lived at every level.

The Programme Lead will work closely with Executives, senior stakeholders, and teams across the People Directorate to lead the design, coordination, and delivery of key programme activities, ensuring the vision, values, leadership, staff engagement, improvement culture and accountability are embedded throughout the organisation.

Main duties of the job

Leadership and Direction: Lead the Best for the Black Country culture transformation programme, ensuring focus and momentum. Collaborate with senior leaders to build ownership and alignment, ensuring the programme reflects the organisation's values and employee experience ambitions.

Programme Design, Delivery, and Coordination: Oversee planning and delivery to meet Year 2 objectives, including visible leadership, staff engagement, and accountability. Translate high-level ambitions into practical initiatives and manage multiple work streams to ensure timely, effective delivery.

Partnership with OD, L&D, and HR: Collaborate with OD, L&D, and HR to embed cultural change through people processes and leadership development, aligning with leadership frameworks and workforce strategies.

Engagement, Communication, and Creativity: Lead inclusive engagement activities and manage communication strategies that promote transparency, success stories, and feedback-driven action.

Monitoring, Impact, and Continuous Improvement: Implement monitoring and evaluation to assess progress, using data for continuous improvement.

Leadership and Ways of Working: Act as a role model for values, promoting equality and fostering collaborative relationships across the organisation

Person Specification Education/Qualifications
  • Masters/or equivalent Postgraduate qualification in a Organisation Development or workforce related topic
  • Evidence of personal development at senior management level
  • CIPD Membership
  • Qualified Coach and/or Mentor
Experience
  • Significant, demonstrable experience of operating in a senior role within an Organisational Development, Learning & Development or people-focused transformation function in a complex, multi-professional organisation.
  • Demonstrable experience of leading the development and implementation of OD, L&D or culture transformation strategies, policies and delivery plans that drive measurable organisational change.
  • Demonstrable experience of designing and leading engaging, inclusive and impactful culture change, leadership development or organisational development interventions for large, multi-disciplinary audiences.
  • Proven experience of leading and managing multiple organisation-wide programmes or complex projects concurrently, maintaining grip on delivery, risks, dependencies and outcomes.
  • Significant experience of producing high-quality reports, briefings and presentations for a wide range of audiences, including Executive teams, Boards and senior stakeholders, often to tight deadlines.
  • Experience of managing resources and/or budgets within a programme or service context, ensuring value for money and effective prioritisation.
Knowledge
  • Comprehensive understanding of Organisational Development theory, models and approaches, including their use in large-scale culture change, systems transformation and sustained behavioural change within complex organisations.
  • Strong understanding of leadership theory and practice, including compassionate, inclusive and collective leadership, and how leadership behaviours at all levels shape organisational culture and performance.
