Position: Economic Support/Child Support Lead Worker
Location: Chilton

Overview

Under general supervision of the Economic Support/Child Support Division Manager, independently processes cases establishing and enforcing child support orders, determining eligibility for economic support benefits. Responsible for training, assigning and reviewing work of Economic Support/Child Support staff and reporting findings to the Economic Support/Child Support Division Manager. Performs related duties as required.

Essential Duties and Responsibilities include the following. Other duties may be assigned

Provides input to Economic Support/Child Support Manager to assign cases and monitors workload of Economic Support Resource Specialists, Child Support Specialists, and Child Support Financial / Support staff.

Performs Federal, State and locally required Quality Assurance and performance standards review of cases of Economic Support Resource Specialists, Child Support Specialists, and Child Support Financial and Support staff. Corrects cases as necessary and reports case findings and corrective action to required State agencies.

Recommends changes in case processing, policies and procedures, training needs of staff and any corrective action necessary to comply with required Quality Assurance and achieve performance requirements.

Reviews and updates manuals and provide necessary training to staff for the purpose of compliance with the rules and regulations set forth by local, State and Federal policies in Economic Support and Child Support.

Provides training for new staff in accordance with State and County curriculum. Monitors and evaluates training progress and provides to Economic Support/Child Support Manager.

Performs case management tasks to ensure the enforcement of court-ordered child support obligations in accordance with all Federal, State and County laws, rules and policies. Duties include but are not limited to: reviews applications for service, effectively interviews custodial and non-custodial parents and other parties to collect data relevant to a parent’s ability to pay support, location of absent parent, determines parents’ legal obligation to support their children in accordance with established procedures and prepares legal documents to establish, enforce and/or modify child support objectives.

Administers, takes applications for, and determines eligibility for Economic Support/Income Maintenance programs and Child Day Care in accordance with all Federal, State and County laws, rules and policies.

Monitors cases for support order compliance and makes required adjustments and modifications as needed.

Assists Corporation Counsel/delegate in collection of necessary data in preparation of cases for negotiation and litigation. Negotiate with clients and attorneys to promote settlements in child support.

Conducts genetic testing to establish paternity.

Completes interactive computer interviews and verifies computer calculations and source data. Enters data in case files and records and monitors changes affecting eligibility.

Secures and provides verification of data that supports eligibility determination including Front-end Verification and Investigation as required.

Authorizes and verifies payments for Calumet County Health and Human Services Respite Child Day Care.

Collects evidence and makes referrals to Fraud Investigator as required in public assistance cases.

Researches, interprets and explains Federal, State and local policies governing eligibility, legal rights and responsibilities of applicants, recipients and parents to clients, attorneys and the public.

Represents agency in legal proceedings and gives necessary testimony.

Provides education, information and interprets agency programs to the community.
