The Financial Operations Analyst position offers a unique opportunity to support the financial management of county government operations through budgeting, accounting, payroll administration, and administrative analysis. This position requires a strong commitment to public service and financial integrity.
Essential Duties and Responsibilities- Take primary responsibility for the accurate and timely processing of county payroll, ensuring compliance with all applicable laws, collective bargaining agreements, and county policies.
- Assist in preparing, monitoring, and analyzing Vernon County departmental budgets to ensure fiscal responsibility and alignment with county and state regulations.
- Process and reconcile financial transactions, including invoices, payments, and journal entries, following governmental accounting standards.
- Support month-end and year-end financial closing processes, ensuring accuracy and completeness of financial data.
- Conduct variance analysis and generate reports to identify budget trends, risks, and opportunities for improved financial management.
- Collaborate with county departments to provide financial insight for operational and administrative decision-making.
- Maintain organized financial records and assist in audit preparation and documentation.
- Support the development and implementation of internal controls, financial policies, and best practices across county operations.
- Participate in financial process improvement initiatives and modernization projects.
- Performs related work as required or directed by Finance Director.
- Performs routine clerical tasks such as receiving packages, mail, sorting, filing, answering phone calls and typing as required.
- Files, records and keeps such papers, books, and records as are required by law.
- Performs related work as required or directed by Finance Director.
- Ability to sit, stand, and move around for extended periods.
- Proficiency in keyboarding and using office equipment such as computers, printers, and copiers.
- Capable of lifting and carrying light to moderate office supplies.
- Visual acuity to read printed materials and view computer screen for extended periods.
- Manual dexterity to operate office equipment and perform tasks such as filing and organizing paperwork.
- Ability to communicate with the public and Vernon County staff in-person and on the phone.
- Occasionally may handle stressful situation(s) and short deadlines.
- Bachelor’s degree in accounting or finance preferred, associate degree in business management or equivalent college courses or work experience with knowledge of basic accounting techniques;
Supplemented by two years of general office experience; or any acceptable equivalent combination of training and experience. Prior payroll experience is required. - Must have valid Wisconsin driver’s license and reliable transportation with adequate auto insurance to meet minimum County requirements or access to reliable transportation for city and rural travel.
