About the Position

The City of Winter Haven is looking for a transformational leader to join our executive team. The Finance Director (Chief Financial Officer) will be joining a tenured, well-established leadership team, including a City Manager currently serving in his fourth year, a solid and supportive City Commission, and a collaborative leadership team. The community is stable, and the local economy is strong.

This position is being filled due to the retirement of our current CFO, after a long career in public service.

The Finance Director (Chief Financial Officer) is responsible for overseeing the planning, direction, and administration of the City’s financial operations, including budgeting, accounting, financial reporting, investments, debt management, procurement, payroll, and financial policy development. The CFO must have a firm grasp on the funding of a utility system for the future, including challenges related to population growth, aging infrastructure, and the use of WIFIA and other funding options to support long-term replacement and capital plans.

While the position carries significant technical and strategic responsibility, it also plays an important leadership role within the organization. The CFO is expected to work collaboratively with City leadership and staff, maintain a professional and respectful workplace culture, and support a consistent, service-oriented approach in how financial information is managed and communicated, both internally and in public settings.

Essential Job Functions

Under the administrative direction of the City Manager, the Finance Director (Chief Financial Officer) is responsible for planning, directing, and administering the City’s financial operations, performing work of considerable responsibility and complexity:

  • Provides strategic leadership for the City’s budgeting, accounting, financial reporting, investments, debt management, procurement, payroll, and financial policy development.
  • Supervises professional, administrative, and clerical staff within the Finance Department and Procurement Office.
  • Work is reviewed through audits, financial outcomes, compliance with applicable laws and policies, and achievement of organizational objectives.
  • Works in close coordination with the City Manager and department heads in the development and administration of the City’s annual and multi-year budgets; analyzes revenues and expenditures; and assists in the administration of capital projects.
  • Prepares monthly and annual financial statements for elected officials, staff, and independent auditors; prepares State of Florida reports related to financial statements, pension funds, and budget submissions.
  • Monitors and prepares amendments to the budget and contracts, as needed.
  • Oversees cash management and investment of City funds in accordance with adopted investment policies, managing both short-term and long-term investments and ensuring adequate liquidity.
