Essential Job Functions (Responsibilities)
  • Oversees the development and precise review of engineering plans for all water and wastewater utility projects, including lift stations, wastewater treatment plants, sanitary sewer collection systems, force mains, water plants, and water distribution systems, including reuse.
  • Operates under the supervision of the Department Director and directly supervises Project Managers, Engineering Technicians, Utility Inspectors, Asset Management staff, Project Coordinators and GIS personnel.
  • Communicates with field staff and supervises technicians to develop technical engineering documents.
  • Reviews work produced by consulting engineers for completeness and accuracy according to City specifications and engineering principles, and prepares bid specifications and estimates for contract construction.
  • Assists contractors in interpreting City regulations and specifications and prepares and supervises the preparation of permit applications from FDEP, SWFWMD and other regulatory agencies.
  • Manages the construction of projects, which includes field adjustments, contracts, construction contractors, change orders, and invoice payments.
  • Advises and assists field staff with proper utility maintenance practices and equipment and oversees the use of engineering computer models to evaluate water, wastewater, and piping designs.
  • Responds to public concerns pertaining to construction and public right-of-way and makes recommendations for corrective action.
  • May perform other related engineering work, including interpreting site plans, codes, easements, legal descriptions, and regulations and standards; and conducts field work and inspections.
  • Performs necessary administrative and reporting functions.
  • Works closely with the Director, Assistant Director and other department staff in preparing the annual budget and developing, monitoring, maintaining, and adjusting the department’s five-year Capital Improvement Plan (CIP).
  • Supervises the Asset Management program and the use of computer software to track maintenance, costs, and priorities.
  • Manages the State Revolving Fund loan process, including facilities plans, applications, and funding.
  • Compiles numerical and statistical data; develops technical reports, charts, budgets, briefing summaries, and schedules.
  • Oversees the overall management and timeliness of construction projects and CIP utility initiatives.
  • Develops and oversees utility construction and maintenance contracts working with the City’s Engineering division, engineering consultants, and utility staff during design and bidding phase of CIP projects.
  • Maintains project plans and documents, assists with the development of bid specifications and other purchasing documents, prepares cost and quantity estimates, coordinates and prioritizes projects, and reviews contractor and consultant pay requests.
  • Requests and reviews change orders when necessary, completes necessary FDEP and Right-of-Way permit applications when needed, and coordinates with procurement division to develop bid and contract documents.
