Duties
Reporting to the Director, this position is responsible for managing a team of Capital Planners, Project Managers and Project Coordinators. The Portfolio Manager provides leadership in capital planning, management and delivery of a portfolio of projects for an assigned government department. Provides strategic advice to the department on capital policies, priorities and manages the interests of the department in relation to the five-year capital plan and other capital related needs.

Qualifications
Essential

Advanced knowledge or educational qualification and experience in the field of building science. Broad knowledge in the area(s) of current building codes, standards, construction contracts, methods and materials. An equivalent combination of education, training, and experience may be considered.

Experience in capital planning, formal project management of large (multi-million dollar) capital construction projects, applying internationally-recognized project management principles.

Experience supervising staff with the ability to coach and mentor, establish work priorities, quality standards, resolve work performance issues, and manage change.

Strong written communication skills including experience preparing comprehensive reports with analysis and conclusions/recommendations.

Strong verbal communication skills including the ability to discuss complex matters with parties of differing backgrounds and interests.

Strong interpersonal skills including the ability to establish trust and maintain strong networks of internal and external partners and stakeholders.

Strong conflict resolution skills including problem solving, negotiation and facilitation skills.

Strong planning, research and analytical skills to identify and integrate relevant information to determine appropriate course of action/outcomes.

Ability to organize and prioritize workload to meet competing deadlines.
