Development and Facilitator of a Technical Learning Program for Global Health Monitoring, Evaluation and Program Professionals

CanWaCH catalyzes Canadian collaboration to deepen effectiveness in improving women’s and children’s health in communities around the world. Our 110+ member organizations are instrumental in reducing maternal and child mortality, promoting accountability to women, adolescents, and children for the improvement of their health and rights, seeking innovation, generating research, and supporting monitoring, evaluation, and learning.

A central part of this mandate is to strengthen the technical capacity of members and partners in regards to the use of quality data and evidence. Over the past several years, CanWaCH has developed a suite of technical guidance materials and resources designed to improve sector capacity. CanWaCH seeks to refresh and reintroduce these tools to partners to ensure the continued relevance and use of these materials.

Project

Description and Scope Deliverable 1:
Refreshed Technical Guidance Documents

The consultant will review the following 4 technical guidance documents for accuracy and relevance in the current context, with particular attention to updating and enhancing references and resources to increase usability by the intended audience (ex: checklists, templates, decision trees, audio guide, etc).

Deliverable 2:
Technical Learning Program Materials

Building on the refreshed technical guidance documents, the consultant will develop a curriculum and relevant learning materials (such as a slide deck) for a 5-part virtual learning series for a cohort of students drawn from the intended audience, drawn directly from these technical guidance materials and other relevant documentation. The objective is to increase participant familiarity with the technical guidance notes in order to increase uptake and integration in their work.

Deliverable

Technical Learning Program Facilitation

Together with CanWaCH, the consultant will facilitate a 5-part virtual learning series, in English, for the intended audience. We anticipate the session will run for 90-120 minutes per session, and topics will include:

  • Developing robust monitoring and evaluation plans for global health program
  • Measuring equality, empowerment, and gender-transformative change in global health
  • MEAL ethics:
    Challenges and obligations in global health
  • Working effectively with secondary data in global health
  • Participatory community‑led approaches: crowd sourcing best practice
Intended Audience

The intended audience for the above deliverables includes mid‑career, experienced program managers, technical specialists, and evaluators based in civil society organizations, academic institutions, and health professional associations working to improve health outcomes for women and children in communities around the globe.

Project Timeline
  • By 29 August 2025:
    • Selection of successful consultant and finalisation of contract.
  • By September 30, 2025:
    • Completed Deliverable 1:
      Refreshed Technical Guidance Documents
  • By October 27, 2025:
    • Deadline for completed Deliverable 2 materials for the first session. We anticipate that learning materials may evolve based on several factors, but expect that each session’s materials will be delivered no later than 2 weeks before the delivery of that session.
  • November 10 – January 30, 2026:
    • Completed Deliverable 3:
      Technical Learning Program Facilitation. Exact dates for each session will be determined jointly by CanWaCH and the consultant. However, we estimate the following schedule:
    • Session 1:
      Week of November 10‑14, 2025
    • Session 2:
      Week of November 24‑28, 2025
    • Session 3:
      Week of December 8‑12, 2025
    • Session 4:
      Week of January 12‑16, 2026
    • Session 5:
      Week of January 26‑30, 2026
  • By February 6th, 2026:
    • Final wrap up meeting between CanWaCH and the consultant

Progress meetings with the consultant and CanWaCH will take place on an agreed‑upon schedule throughout the contract.

Budget

All quotations must include proposed costs to complete all tasks described in the project description and scope.
