The Town of Windsor, CT is seeking a collaborative and experienced professional to join our Public Works team as a Project Manager – Facilities

The Project Manager plays a key role in delivering safe, functional, and well-maintained municipal buildings that support these goals.

The Position

As a Project Manager
, you will lead the planning, design, budgeting, and execution of renovation and small construction projects across the Town’s buildings and facilities. You will work closely with architects, engineers, consultants, contractors, and internal departments to ensure projects meet the Town’s expectations for quality, budget, and timeline.

This position reports to the Facilities Manager and works in partnership with staff from Building, Engineering, Fire Marshal’s Office, Planning, and other departments.

Key Responsibilities
  • Developing and managing project scope, schedules, budgets, and approvals from start to finish.
  • Preparing RFPs, conducting pre-bid walkthroughs, and evaluating contractor proposals.
  • Coordinating with consultants and vendors and monitoring contract performance.
  • Overseeing construction progress, facilitating project meetings, and ensuring code compliance.
  • Assisting with capital planning and identifying facility needs and future improvement projects.
  • Presenting updates and approvals to the Public Building Commission.

  • Have experience managing multiple complex projects simultaneously.
  • Stay on top of evolving technologies, regulations, and construction standards.
  • Be comfortable using Microsoft Office – proficiency in Excel is a must, AutoCAD, and ideally ArcGIS.
Minimum Qualifications

Education and Experience:

  • Bachelor’s degree in architecture, engineering, construction management, or a related field and five (5) years of experience in construction or facilities project management; OR
  • Associate’s degree in a related field and a professional license (e.g., General Contractor, Building Inspector) plus five (5) years of relevant experience; OR
  • Any equivalent combination of education and experience.

Special Requirements

  • Valid driver’s license or ability to obtain one.
  • Successful completion of the Town’s background and drug screening (including screening for marijuana).
  • Familiarity with Connecticut’s prevailing wage laws is preferred.
Salary and Benefits

The salary range for this position is $75,000 to $85,000, with up to a 5% increase after successful completion of the probationary period. Town employees enjoy a comprehensive benefits package including:
