Position Overview
Amico Affiliates is seeking an experienced Payroll Manager to lead and oversee the full‑cycle payroll function across multiple construction and infrastructure projects. This role is responsible for ensuring accurate, timely, and compliant payroll processing for salaried and hourly employees, including unionized and non‑unionized staff within a complex, project‑based environment.

The Payroll Manager will play a critical role in compliance with Ontario employment standards, construction collective agreements, remittances, reporting, and internal controls, while leading payroll system optimization and continuous improvement initiatives. This position reports to the Corporate Controller.

Key Responsibilities

Overseeing full‑cycle payroll processing (weekly/bi‑weekly) for multi‑entity operations.

Ensuring accurate calculation of wages, overtime, union deductions, bonuses, allowances, and taxable benefits.

Managing payroll for hourly, salaried, unionized, and project‑based employees.

Reviewing and reconciling payroll registers prior to final submission.

Ensuring timely processing of ROEs, terminations, and year‑end activities (T4s, T4

As).

Interpreting and applying collective agreements, union remittances, and benefit contributions.

Managing certified payroll reporting where required.

Ensuring compliance with prevailing wage, WSIB, and construction‑specific regulatory requirements.

Ensuring compliance with:
Ontario Employment Standards Act (ESA), Canada Revenue Agency (CRA) requirements, WSIB remittances, and EHT, CPP, EI, and income tax deductions.

Overseeing monthly and quarterly reconciliations and government remittances.

Supporting internal and external audits.

Maintaining and optimizing payroll systems and reporting tools.

Implementing process improvements to enhance efficiency, accuracy, and internal controls.

Partnering with HR and Finance to ensure seamless integration of payroll, benefits, and accounting systems.

Leading and mentoring payroll team members.

Acting as the primary point of contact for payroll inquiries and escalations.

Collaborating with Project Managers, HR Business Partners, and Finance teams to ensure payroll accuracy across job sites.

Providing reporting and analytics to leadership on labour costs and payroll trends.

Qualifications & Experience

7+ years of progressive payroll experience, preferably in construction or project‑based environments.

2+ years in a leadership or supervisory role.

PCP or CPM designation (National Payroll Institute) preferred.

Strong knowledge of union payroll and collective agreements.

In‑depth understanding of Ontario payroll legislation and CRA regulations.

Experience with payroll software systems (e.g., ADP, Ceridian, or equivalent ERP systems).

Advanced Excel skills and strong analytical capability.

High attention to detail and strong organizational skills.
