Position:
Supervisor Public Works (temporary for two years)
Salary:
Grade 8A, Non Union($108,430 to $126,817)
Reports to:
Manager, Public Works
Reporting to the Manager, Public Works and under the overall direction of the Executive Director, Infrastructure Services. The Supervisor, Public Works is responsible for the day-to-day operations of all assets within the Public Right of way, including, roads and fleet inclusive of planning, scheduling and prioritizing the maintenance and management of public roads, sidewalks, pathways (and other active transportation facilities), sanitary sewer, storm sewers, storm water management facilities, street lights, and vehicle maintenance for the operations division.
Qualificationsand
Experience:
- Certified Road Superintendent classification from the “Association of Ontario Road Supervisors”, or be qualified to obtain the designation or equivalent education and/or experience in a related discipline.
- Minimum of 5 years of experience in the Municipal Public Works or equivalent operational environment
- Experience and formal training in operations or similar with a minimum of 3 years in a supervisory role.
- A valid Ontario driver’s license is required; DZ would be an asset.
- Satisfactory police clearance
- University degree /College diploma in Engineering is an asset
- Ontario Association of Certified Engineering Technician Technologists, or equivalent education, experience and professional accreditation would be an asset.
- Experience in demonstrating the ability to interpret and implement collective agreements and supervision of employees under the agreement.
- Experience in maintaining tactful relations with unionized personnel, management, council, other departments, user groups, contractors, utility agencies, and the public.
- Demonstrates skills in problem solving and conflict resolution.
- Demonstrates skills in building a positive team and leadership.
- Knowledge of computer software programs including Windows and Microsoft Office environment with an emphasis on operational maintenance systems including Cityworks or similar system.
- Thorough knowledge and understanding of Minimum Maintenance Standards and application for Municipal roadways.
- Competent knowledge on the Occupational Health & Safety Act. Knowledge of guarding and personal protective equipment is a requirement. In addition, this position must become capable of recognizing work hazards and be able to translate same into operational recommendations and requirements.
- Knowledge of provincial guidelines and standards related to roads maintenance including but not limited to TAC, OTM & traffic control devices, Municipal bylaws and policies, weed act an asset.
- Planning, scheduling, prioritizing and managing the day-to-day operations of employees for the maintenance of municipal roads, signage, active transportation facilities, sanitary sewer issues supporting OCWA (excluding sanitary pumping stations), storm sewers, weed control, etc.
- Maintain minimum standards for road repairs and maintenance
- Maintain standards for annual inspections of all regulatory and warning traffic signs for retro reflectivity.
- Prepare and supervise employee work schedules, prioritize and audit systems in Cityworks or similar software to schedule, update and manage work flow – knowledge and management in prioritizing these processes to deliver customer service.
- Manage, organize, & resolve unexpected factors and conditions such as personnel issues, equipment breakdown, weather conditions, problems, complaints, etc.
- Prepare, release, review and recommend various capital and operations tender document submittals and bids.
- Assist with condition assessments of existing roadways and input into the roads rehabilitation programs.
