Under direction of the Code Enforcement Supervisor this position is responsible for the inspection, enforcement, an administration of applying city ordinances to private property, conducting on-site inspections, and handling administrative details. Work involves making independent technical decisions enforcing codes and ordinances. Performs related tasks to include issuing warnings and citations, responding to inquiries and concerns regarding code enforcement issues, appearing in court, and preparing related documents and reports.

Duties and Functions:
  • Follows and promotes policies and procedures of the City of Winder.
  • Investigates and enforces citizen complaints and observed violations as applicable to city codes and ordinances by performing field inspections.
  • Responds to citizen questions and concerns regarding codes and ordinances. Maintains understanding of current laws relating to codes and compliance.
  • Performs independent field investigations to determine compliance with codes and ordinances and completes reports detailing findings.
  • Assists with researching property information by reviewing plans, assessing databases, and contacting other departments.
  • Receives and records complaints; opens case files.
  • Assists with conducting field inspections of alleged city code and ordinance violations; prepares written inspection reports; issues warnings and citations; meets with property owners to discuss steps to resolve issues.
  • Documents violations through written reports, photographs, and other evidence; maintains accurate and complete case files in accordance with record retention requirements.
  • Answers inquiries and provides information to the general public regarding planning and zoning regulations and policies.
  • Investigates illegal dump sites.
  • Assists with new business openings and contacts old businesses for license renewals.
  • Enforces the city sign ordinances, including conducting field audits to identify illegal signs; removes signs from right-of-way; maintains written records and prepares related reports.
  • Assists in the provision of staff support to committees and planning groups; attends meetings and provides technical guidance.
  • Assists with locating new construction and confirms possession of building permits.
  • Performs data entry of zoning and other property information.
  • Prepares and presents cases in Municipal Court testifying as to facts ascertained during investigations.
  • Contacts person(s) responsible for code violations and gives notices to discontinue, remove, or alter conditions which conflict with city codes.
  • Issues warnings; coordinates and issues citations for uncorrected violations following established procedures.
  • Performs follow-up inspections to ensure that required improvements have been made.
  • Assists with providing enforcement support to other departments as necessary by issuing citations for the Utilities, Planning & Development, and Engineering.
  • Operates assigned City vehicles and equipment in accordance with City and departmental policies.
  • Testifies at hearings regarding notices of violations or citations issued to code violators.
  • Maintains accurate physical and electronic files.
  • Performs other related duties as assigned
Knowledge, Skills, and Ability:
  • Knowledge of relevant city codes and ordinances.
  • Knowledge of building construction principles, practices, methods, and materials.
  • Knowledge of applicable codes, standards, and ordinances.
  • Knowledge of inspection procedures and precedents.
  • Knowledge of enforcement procedures.
  • Knowledge of computer and job-related software programs.
  • Knowledge of appeals policies and procedures.
  • Knowledge of the confidentiality requirements of criminal justice information and criminal history record information; such as GCIC operating procedures, rules, and regulations; including the GCIC database and how they interrelate.
