Senior Civil Engineer

A well-established engineering firm is seeking an experienced Senior Civil Engineer to lead land development projects in the Winchester, Virginia area and surrounding region. This role offers the opportunity to take ownership of complex site development efforts, manage multidisciplinary teams, and work closely with clients and regulatory agencies from project conception through construction.

The Senior Civil Engineer will be responsible for overseeing land development projects across a variety of site types and scales. The position requires strong technical expertise, project leadership skills, and a solid understanding of regional land development regulations. The ideal candidate is comfortable balancing hands‑on engineering work with project management and mentoring responsibilities.

• Lead and manage multi‑discipline land development projects across municipal and regional sites
• Direct the preparation of land development plans, including engineering drawings, technical specifications, and design reports throughout all project phases
• Coordinate permitting and regulatory approvals for large and complex development projects
• Perform and oversee hydrologic and hydraulic analyses, including flood control and water quality compliance
• Assign and manage workloads for junior engineers and technical staff, providing mentorship in stormwater management, utility coordination, and erosion and sediment control design
• Monitor project schedules, budgets, and deliverables to ensure successful execution
• Conduct field visits and inspections as required
• Serve as a primary point of contact for clients and project stakeholders
• Prepare proposals, scopes of work, and fee estimates for new and repeat clients
• Perform additional duties as needed to support project and organizational objectives

• Bachelor’s degree in Civil Engineering or a related discipline
• Minimum of 7 years of professional experience in civil engineering and/or construction management, with a strong focus on land development projects
• Active Professional Engineer (PE) license in Virginia, or the ability to obtain licensure within a short timeframe (multi‑state licensure a plus)

• Strong familiarity with the land development process and regulatory environment in the Winchester‑area region
• Demonstrated project management or supervisory experience on multi‑discipline projects
• Advanced proficiency in site design, including grading, utilities, stormwater management, erosion control, and municipal or land‑use approvals
• Hands‑on experience with stormwater management design and hydrology/hydraulics modeling tools
• Proficiency with engineering and design software; experience with AutoCAD Civil 3D is preferred
• Working knowledge of standard office and project management software (Microsoft Office 365, PDF review tools, etc.)
• Ability to balance detailed technical execution with overall project objectives
• Strong organizational skills with a record of meeting deadlines and maintaining reliable attendance
• Proven problem‑solving skills and the ability to navigate complex technical challenges
• Ability to work effectively both independently and as part of a collaborative team
• Excellent verbal and written communication skills
