Job Description

PREA Compliance Manager, Compliance Specialist 3 (Wilsonville) at Coffee Creek Correctional Facility (CCCF). This role focuses on PREA compliance to ensure the facility meets federal and state PREA standards and maintains a culture of zero tolerance. Responsibilities include overseeing the PREA and GIPA programs, ensuring PREA investigations are objective, timely, and compliant, and strengthening trauma-informed and gender-informed responses for individuals impacted by sexual abuse, sexual assault, or sexual harassment while in custody.

The role also aims to streamline processes, improve consistency, and enhance operational effectiveness in safety practices across the facility.

Responsibilities
  • Lead and oversee compliance activities related to PREA and GIPA, monitor adherence to standards, assess facility practices, and recommend corrective actions as needed.
  • Provide technical assistance and guidance to facility leadership and staff to strengthen prevention efforts, ensure required practices are implemented consistently, and maintain readiness for audits and reviews.
  • Oversee and support objective PREA investigations, ensuring proper documentation, timely completion, and adherence to confidentiality and investigative integrity requirements.
  • Contribute to the development and direction of trauma-informed and gender-informed practices and service delivery methods for adults in custody affected by sexual abuse or harassment, coordinating with internal teams and community partners as appropriate.
  • Develop and refine processes, track trends and outcomes, prepare reports and briefings, and support continuous improvement efforts that strengthen compliance and build a culture of safety.
  • Manage benefits considerations; this position is management services and may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.
Minimum Qualifications

Five (5) years of experience doing administrative research that included compiling and evaluating facts to recommend management action or decide compliance or eligibility with program guidelines and regulations. Three (3) of the five (5) years must be above the technical support level. College-level coursework may substitute for experience at 45-quarter units per year, up to a maximum of three (3) years.

A Bachelor's Degree in Business or Public Administration and two (2) years of the specified experience.

Required Skills
  • Knowledge of PREA standards, compliance principles, and investigative best practices
  • Experience leading or overseeing compliance programs, audits, policy implementation, or investigations in a complex environment
  • Ability to ensure objective, thorough, and timely investigations while maintaining confidentiality and professionalism
  • Understanding of trauma-informed and gender-informed approaches and the ability to apply them in operational settings
  • Strong judgment, integrity, and the ability to navigate sensitive issues and competing priorities
  • Excellent communication and relationship-building skills with leadership, staff, and external partners
Preferences

Preference will be given to applicants with experience conducting investigations such as TORT, PREA, just cause, and use-of-force investigations.

Working Conditions

Regular attendance is an essential function. The role may involve telework or a standard office setting, with travel and audits in adult correctional facilities. Some duties may occur outside normal hours and include in-state and out-of-state travel.

The position may require escorts of adults in custody during PREA audits or investigations and related custody responsibilities.
