Position Overview

As Capital Projects Engineering Manager, you will lead a talented team and oversee major projects from concept to completion. You will guide planning, design, and construction for public improvements that make Wilsonville a great place to live and work. This role is about collaboration, problem‑solving, and building trust while delivering projects that matter.

Key Responsibilities
  • Establish long‑range goals and plans for the Engineering Division and maintain short‑range plans that accomplish division goals, such as the Capital Improvement Program project schedules, personnel allocation, budget, and operation.
  • Develop and administer the division’s budget in collaboration with the Development Engineering Manager.
  • Hold assigned staff accountable for personal goals and contributions toward organizational objectives and values; supervise and manage assigned staff, including performance reviews, personnel matters, training, and career development.
  • Participate in staff selection process and provide input.
  • May serve as acting City Engineer when assigned.
  • In collaboration with the Development Engineering Manager, evaluate and coordinate staffing assignments and budgetary needs for the Engineering Division’s capital improvement projects and private development functions.
  • Administer the Capital Improvement Program (CIP) to assure infrastructure is aligned with the City’s Comprehensive Plan and adopted Master Plans.
  • Manage capital project development, design, and implementation including technical research and feasibility analyses, funding and cost analyses, scheduling, public involvement, project budgeting, and work plan development.
  • Coordinate and integrate capital construction projects with regional, state, or federal jurisdictions, other city departments, special‑interest groups, community organizations, and other stakeholders.
  • Plan and oversee community‑based participation using techniques and processes that inform and explain project objectives and answer questions from the public, media, and other agencies.
  • Resolve problems associated with projects, working with a variety of people to solve technical, legal, and logistical problems, including those that are unanticipated.
  • Serve as lead facilitator and liaison with consultants and contractors to initiate, negotiate, and finalize Professional Services Agreements and construction contracts, ensuring work is performed according to scope and schedules outlined in the contracts and agreements.
  • Oversee project manager, project team, consultant, and contractor work throughout the project, including:
    • Preparation of conceptual design reports, studies, analyses, and permitting documents necessary to implement the CIP; review and approve progress reports, technical memos, and recommendations prepared by City staff or outside consultants.
    • Acquisition of right‑of‑way and easements needed for proposed construction.
    • Review and approval of design progress documents, drawings, plans, and specifications; approve final design/specification packages prior to bidding.
    • Administration of public works contracts and hold contractors accountable for the terms of the contract.
    • Project documentation such as inspection reports, certified payrolls, and project schedules for compliance.
    • Recommendation and/or approval progress and final payments to contractors and consultants.
    • Project file maintenance including drawings, proposals, contracts, work‑in‑progress reviews, inspections, and communication in accordance with public record laws.
  • Review and recommend approval of change orders.
  • Provide reports and status updates to the Community Development Director/City Engineer and other department managers in a clear and timely manner.
  • Provide technical information and project direction to Engineering Division staff, consultants, contractors, and others on the project team; provide feedback on a regular basis to project personnel and other assigned staff.
