Pre-Construction Manager
Our client is seeking a Pre-Construction Manager to join their team and play a key role in supporting projects from the initial lead stage through Notice to Proceed. This position is critical in shaping project strategies, ensuring consistency across processes and serving as the central connection point between business development, estimating, project management and executive leadership.
Position OverviewThe Pre-Construction Manager will oversee proposal responses, estimating activities, and pursuit calendars while managing workflows that align with company goals. This role requires strong organizational skills, the ability to communicate effectively across teams, and a commitment to delivering excellence throughout the pre-construction phase.
Responsibilities- Plan and execute the front-end strategy for construction projects from intake to handoff.
- Coordinate proposal preparation and responses.
- Oversee estimating activities and ensure accuracy and consistency.
- Manage pursuit calendars, milestones, and deadlines.
- Develop workflows and processes to streamline opportunity evaluation and project transition.
- Act as the primary liaison between business development, estimating, project management, and leadership during pre-construction.
- Supervise 2 employees
- 5–10 years of experience in commercial, institutional, or military construction estimating.
- 5+ years of experience in federal construction estimating
- High school diploma or equivalent required;
Bachelor’s or Associate degree in construction, estimating, or project management preferred. - Previous supervisory experience is preferred.
- Strong verbal and written communication skills with the ability to simplify technical information.
- Exceptional organizational skills and attention to detail.
- Proven ability to manage time effectively and meet deadlines.
- Analytical mindset with strong problem-solving skills.
- Ability to prioritize tasks and work independently.
- High level of integrity, professionalism, and confidentiality.
- Expert proficiency in Excel and estimating software (RS Means, e4
Clicks preferred). - Proficiency in Microsoft Office Suite and the ability to quickly learn internal systems.
