Senior IT leader with deep technical expertise driving the enterprise technology environment for the Department of Finance. Focus on security, resilience and scalable solutions, beyond project management.
Key Responsibilities- Provide executive and technical leadership for enterprise IT services, including applications, infrastructure, cybersecurity, data platforms and end‑user technologies.
- Lead and mentor technical managers with credibility rooted in first‑hand technical knowledge.
- Act as the senior escalation point for technology matters, ensuring alignment with regulations and rapid issue resolution.
- Oversee the full lifecycle of agency‑wide hardware and software solutions—from architecture through deployment, operations and modernization.
- Maintain operational discipline across application support, infrastructure & cloud, cybersecurity, change & release, incident management, vendor oversight.
- Develop and execute multi‑year roadmaps for people, processes, and technology across divisions.
- Establish governance models, service frameworks and performance metrics for accountability and continuous improvement.
- Build a customer‑focused IT organization that delivers reliable services while modernizing legacy environments.
- Communicate clearly with senior finance leadership, auditors, regulators and partners.
- Bachelor’s degree in Information Technology, Computer Science, or related field (advanced degree preferred).
- Minimum 10 years leading technical teams with responsibility for systems, platforms or infrastructure.
- Minimum 5 years in a senior leadership role overseeing enterprise IT functions.
- Executive‑level technical leadership beyond portfolio management.
- Strong fundamentals in enterprise architecture, infrastructure (on‑prem or cloud), data platforms, cybersecurity, and IT service delivery.
- Deep expertise in at least one major IT domain (Cybersecurity, Applications, Data & analytics, IT operations, Enterprise architecture, Governance, risk and compliance).
- Proven ability to develop and execute strategic plans balancing risk, cost, performance and sustainability.
- Excellent communication and interpersonal skills; ability to lead through influence and technical authority.
- Experience supporting finance, taxation, revenue or regulatory systems.
- Background in public sector or highly regulated environments.
- Track record of modernizing legacy systems while maintaining operational stability.
- Ability to explain design rationale and make informed, impactful decisions.
- Earned trust from teams through deep technical understanding.
- Challenge vendors, architects and engineers with informed questions.
- Comfort making technical decisions with financial and regulatory consequences.
