Position: Fiscal Advisor I-III

Summary Statement

The incumbent will provide support to the Vocational Rehabilitation fiscal team by analyzing financial transactions and records and preparing financial statements and reports to control and account for funds. This position involves applying generally accepted accounting principles (GAAP) and ensuring compliance of work to applicable laws, rules, regulations, standards, policies, procedures, as well as providing technical assistance on fiscal matters.

Essential Functions

  • Reviews and analyzes financial transactions and records to determine accuracy and monitors adherence to agency budget, applicable agreements, grants, or contracts, as well as state or federal laws, rules, and regulations.
  • Analyzes, reconciles, and consolidates data to the general ledger from journals, records, and documents; takes trial balances and makes corrections, updates, and adjustments to bring funds into balance and maintains an audit trail.
  • Reviews financial transactions, classification and codes to ensure accuracy and recommends changes.
  • Maintains internal controls and applies accounting principles, practices, and standards.
  • Provides advice and technical guidance on matters in assigned fiscal function(s).
  • Compiles, analyzes and prepares a variety of statements and reports of financial health utilized in financial, budget, and personnel planning.
  • Researches and provides data, reports and other documentation to state, federal and independent auditors and for other requests for financial information.
  • Uses commercial and proprietary automated information systems and computer software to research, review, evaluate, and report on financial data.
  • Delivers excellent customer service to internal and external customers and the public in person, electronically, or by written communication.
  • Communicates and interacts effectively with people across cultures, ranges of ability, genders, ethnicities, ages, and races.
  • May be responsible for purchasing, disbursement, and inventory of equipment and supplies.
Job Requirement Series Fiscal Advisor I

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  • One year of experience in processing accounting, auditing or payroll transactions following applicable laws, rules, regulations, standards, policies and procedures.
  • OR
  • Six months' experience in auditing, examining, preparing, analyzing or reconciling financial accounts and ensuring compliance with applicable laws, rules, regulations, standards, policies and procedures.
  • OR
  • Possession of an Associate’s degree or higher in Accounting or related field.
Fiscal Advisor II

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  • One year of experience in compiling, analyzing and reporting on financial data to ensure effective and efficient accounting of funds or to make projections for financial planning.
  • One year of experience in ensuring compliance of financial transactions with budgets, applicable agreements, grants or contracts, and state or federal laws, rules and regulations.
  • Six months' experience in researching and analyzing accounting transactions and records to reconcile discrepancies or errors and maintain an audit trail.
  • Coursework, training and/or work experience in staff supervision which may include performing as a lead worker overseeing the work of others.
Fiscal Advisor III

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  • Two years’ experience in compiling, analyzing and reporting on financial data to ensure effective and efficient accounting of funds or to make projections for financial planning.
