Program Overview
Removing aliens present in the United States (U.S.) who have violated U.S. laws is a national public safety priority. To address these threats, Immigration and Customs Enforcement (ICE) formed the Targeting Operations Division (TOD) within the ICE Enforcement and Removal Operations (ERO) directorate. The primary mission of the TOD is to identify and locate aliens that pose a threat to public safety or national security.
TOD has a current and recurring need for analytical services to support its mission. This support includes the analysis of information obtained from commercial and law‑enforcement databases as well as publicly accessible, open‑source and social‑media platforms.

Williston, Vermont (On Site)
Mission Support ICE ERO's Targeting Operations Division by developing and enhancing leads from commercial, law‑enforcement, and open‑source/social media data to identify and locate individuals who have violated U.S. laws. Deliver timely, accurate, and actionable outputs aligned to formatting and acceptance criteria.
Key Responsibilities- Intake and triage:
Review referrals, validate requirements, and prioritize per daily tasking. - Collection and exploitation:
Conduct open‑source/social media research, leverage approved commercial databases, and correlate across sources. - Lead development:
Build person/entity dossiers, confirm identifiers, locations, associations, and patterns of life; document corroboration. - Quality control:
Apply SOP quality gates; achieve high first‑pass acceptance and minimal rework. - Reporting:
Produce clear, concise, properly formatted outputs with auditable citations and screenshots/logs as required. - Coordination:
Participate in daily stand‑ups; communicate risks, blockers, and emerging leads to Site Lead. - Compliance and security:
Maintain chain of custody for evidence/artifacts; report privacy/security incidents per policy. - Continuous improvement:
Contribute to SOP refinements; suggest tool/process enhancements backed by metrics.
- 2+ years of experience in intelligence, investigative analysis, or law‑enforcement support (OSINT/social media exploitation strongly preferred).
- Demonstrated proficiency with at least two of the following: commercial data platforms, link analysis tools, social media exploitation suites, geospatial/lookups.
- Strong analytical writing; ability to produce law‑enforcement ready reports with proper sourcing and formatting.
- Proven performance against production targets (timeliness, accuracy, throughput) in a regulated environment.
- Working knowledge of handling PII/SBU/SSI and secure data practices.
- Proficiency with Microsoft 365 (Word, Excel, PowerPoint) and dashboarding basics.
- Bachelor’s degree in intelligence studies, criminal justice, international affairs, data analytics, or related field; equivalent experience considered.
- Must be able to obtain and maintain a favorable DHS/ICE fitness determination; periodic reinvestigations (every 5 years or as directed).
