This is a technical and administrative position that will provide a variety of IT support functions. The incumbent will be responsible for analyzing and managing all aspect of the computer network supporting over 1,200 users Countywide.

Responsibilities
  • Assists in the ongoing development of the IT strategic plan to align IT systems with the overall mission of the County. Identifies and researches the need for changes.
  • Maintains ongoing dialog with all County Departments with respect to IT systems and service levels.
  • Performs periodic reviews of IT Policy and Procedure
  • Maintains and Manages the Information Technology Continuity of Operations Plan
  • Participates in the development and administration of the IT component of the County’s continuity of government and disaster recovery plans.
  • Measures and monitors system performance. Performs capacity management and proactively identifies problem areas.
  • Provides regular reports on systems health, performance and capacity
  • Administers enterprise class backup and SAN storage systems.
  • Develops and implements backup and recovery processes.
  • Performs periodic recovery tests and leads tabletop assessment drills.
  • Coordinates or performs root cause analysis and resolves highly complex issues that involve multiple IT areas.
  • Ensures compliance with defined IT service levels.
  • Ensures compliance with IT security policy.
  • Develops technical and procedural documentation.
  • Troubleshoots system performance and failures.
  • Ensures compliance with a set of technical, operating, and service standards that meet the IT requirements and needs of the various programs, and are consistent with county, state, and federal funding and reporting requirements.
  • Develops scripts and automates repetitive tasks.
  • Provides countywide coverage of IT-related issues during after-hours maintenance windows.
  • Defines quality assurance standards and establishes and implements a quality assurance and compliance process.
  • Performs related work as required and/or other duties assigned.
Qualifications
  • Bachelor’s degree in computer science or related field with minimum 5 years related experience, or 10 years related experience.
  • Experience with enterprise class backup systems.
  • Experience in the development of Disaster Recovery, Business Continuity, and Incident Response plans.
  • Knowledge of information technology concepts and practices.
  • Knowledge of the functions and capabilities of hardware and software.
  • Knowledge of troubleshooting techniques.
  • Knowledge of the use and interpretation of diagnostic utility programs used in troubleshooting problems.
  • Knowledge of networking concepts.
  • Knowledge of information systems architecture.
  • Knowledge of information technology security principles, methods, and techniques.
  • Knowledge of hardware and software testing methods.
  • Knowledge of information technology systems performance monitoring techniques and capacity planning.
  • Knowledge of the principles and techniques of information technology documentation.
  • Ability to read and interpret technical materials such as specifications, technical manuals, and other project documentation.
  • Ability to analyze information in order to diagnose and troubleshoot technical problems.
  • Ability to communicate effectively orally.
  • Ability to communicate effectively in writing.
  • Ability to establish and maintain effective working relationships.
  • Ability to effectively interact with staff while troubleshooting issues.
  • Or any equivalent combination of experience and/or training.
  • Bachelor’s degree in computer science or related field with minimum 5 years related experience, or 10 years related experience; OR any equivalent combinations of experience and/or training.
