DefinitionPlans and administers public safety programs and contract services (e.g., Riverside County Sheriff’s Department, CalFIRE, and Animal Friends of the Valleys), oversees the City’s emergency operations and hazard mitigation plans, and coordinates Citywide emergency management programs for the preparedness, response, and recovery phases for disasters and national security emergencies. In collaboration with other departments and agencies, implements programs and solutions to address homelessness;
oversees Code Enforcement and animal control services; performs analytical work and prepares reports and studies; conducts emergency response training; represents the City at various meetings; and provides project support to the Police Department and Fire Department.
This classification is distinguished by its high level of responsibility, requiring strong analytical, administrative, and leadership skills to plan and direct programs that protect life and property. The Public Safety Manager exercises considerable judgment and independence in developing strategies and implementing initiatives to enhance community safety, emergency preparedness, and disaster recovery efforts.
Supervision Received and ExercisedReceives direction from the City Manager. Exercises direct supervision over assigned professional and administrative support personnel.
Essential Function Statements- Administers contract services pertaining to public safety, ensuring services are in accordance with contract requirements and related laws, ordinances, and regulations.
- Administers contract services pertaining to animal control; serves as the staff representative on the Executive Committee for the Southwest Communities Financing Authority (SCFA).
- Manages, directs, administers, and oversees the City’s Code Enforcement Division, including code enforcement, parking enforcement, graffiti management, commercial enforcement, weed and abandoned vehicle abatement; emergency management; and vector control programs.
- Serves as the Emergency Manager for the City; develops, implements, coordinates, and maintains a comprehensive Citywide emergency management program, including preparation and management of the City’s Emergency Operations Plan, Hazard Mitigation Plan, and other plans related to Public Safety/Emergency Services.
- May plan, direct, and participate in the investigation of potential violations and the enforcement of municipal codes, ordinances, standards, and health and safety regulations; ensure documentation of violations by securing photographs and other pertinent data.
- May prepare cases for nuisance abatement hearings and court proceedings; testifies in court actions as necessary.
- May participate in planning and developing new forms, procedures, policies, and programs pertaining to field services and inspection practices; assist in preparing code amendments and City Council staff reports.
- May train staff in proper inspection practices and methods; evaluate field practices; arrange and provide training and education programs for the public as necessary.
- May verify work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications.
- Reviews legislation and legislative changes to ensure the City is in compliance with federal, state, and operational area laws and regulations.
