The Rehabilitation Specialist plays a vital role in improving the quality of housing in the community by ensuring residential structures meet safety and code standards. This position provides a meaningful opportunity to directly assist homeowners by inspecting homes, identifying necessary repairs, and guiding them through the rehabilitation process. Through collaboration with homeowners, contractors, and agencies, the specialist ensures that housing remains safe, habitable, and compliant with local, state, and federal regulations.

Workdays and Hours

Monday - Friday 8:00am - 5:00pm

Bargaining Unit:
Service Employee's International (SEIU)

Responsibilities
  • Inspects residential structures for housing code violations.
  • Interviews applicants to determine needed repairs with regard to minimum housing codes
  • Works with and interviews applicants to collect documentation for determination of program eligibility
  • Estimates cost of work, listing existing conditions and required correction.
  • Assists owners in securing and reviewing bids from contractors to accomplish needed repairs.
  • Monitors construction phases to ensure use of proper methods and materials; reviews plans, specifications, and estimates and confers with proper authorities.
  • Maintains records, compiles data and prepares reports.
  • Prepares specifications for repairs needed to rehabilitate dwelling.
  • Inspects completed construction or repairs for compliance with contract.
  • Completion of work assignments will require the operation of a vehicle.

Basic Qualifications
  • Considerable knowledge of building, zoning, and housing codes.
  • Knowledge of the construction trade and ability to apply it to dwelling rehabilitation.
  • Ability to enforce regulations and program requirements in a firm, tactful manner.
  • Ability to maintain clean, complete records and develop reports.
  • Ability to compose and interpret plans, drawings and specifications.
  • Ability to lean and reach as needed to read and interpret building plans and specifications from a print that may be as large as 36 by 48 inches with information printed as small as twenty characters per inch.
  • Ability to traverse uneven terrain, climb steps or ladders, and tolerate airborne environmental nuisances associated with construction sites.
  • Ability to lift and carry a ladder weighing up to 35 lbs.
  • Ability to develop and maintain effective working relationships with associates, representatives of outside agencies, and the public.
  • Ability to communicate clearly and effectively, both orally and in writing.
  • Ability to acquire and maintain a valid Kansas driver's license.
  • Ability to acquire and maintain Lead-Based Paint Inspector and Lead Hazard Risk Assessor certifications.
  • An employee shall not pose a direct threat to the health or safety of other individuals in the workplace.
Required Experience and Training
  • An associate degree in construction management, building inspection technology with two years of training or experience in building construction, inspection, and repair estimation OR Four years of training or experience in building construction, inspection, and repair estimation.
  • Ability to acquire and maintain Lead-Based Paint Inspector and Lead Hazard Risk Assessor certifications within six months of employment.
  • A valid driver’s license.
  • Must be legally authorized to work in the United States without the need for sponsorship.
Preferred Experience and Training
  • One year of experience working with federally funded housing programs, such as Community Development Block Grants (CDBG) or HOME Investment Partnerships Program.
  • Valid Lead-Based Paint Inspector and Lead Hazard Risk Assessor certifications.
