Attorney-Adviser (General) Responsibilities:
- Performs duties in the following legal areas:
Government Contracts, Labor & Employment, Procurement Fraud, Fiscal, Installation, Administrative, and Ethics. - Researches, analyzes, and interprets applicable legal authorities to address legal questions arising from day-to-day operations.
- Develops and analyzes facts relevant to legal matters presented.
- Provides written and verbal legal advice to management and operating officials to ensure actions taken are in accordance with governing laws, regulations and policies, and to limit litigation risk.
- Represents the Agency before administrative bodies such as the Government Accountability Office, Merit Systems Protection Board, Armed Services Board of Contract Appeals, and Equal Employment Opportunity Commission.
- Assists U.S. Attorneys and Department of Justice in Federal court cases.
- Performs other duties as assigned.

QUALIFICATIONS REQUIRED FOR ATTORNEY-ADVISER (GENERAL).
- The first professional law degree (LLB or J.D.).
- Proof of license and good standing with the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. A current “certificate of good standing” issued by the state of licensure within 6 months of the closing date is required, or an acceptable alternative as described in the original posting. The successful applicant must provide a certificate of good standing prior to appointment.
- For GS-11, GS-12, and GS-13 levels, specific qualifications apply:
- GS-11: One year of professional legal experience, or the second professional law degree (LL.M.) with 1 year of professional experience, or superior law school achievements as listed (e.g., upper third class rank, relevant law review work, high honors, significant summer clerkship, or other clearly superior accomplishments).
- GS-12: Two years of professional legal experience at or equivalent to the GS-11 level, or the second professional law degree plus 1 year at GS-11 level, or an attorney with advanced educational attainment showing ability to perform higher-level work.
- GS-13: Professional legal experience in excess of 2 years commensurate with duties; advancement may be governed by applicable DoD policies.
Principal Selection Factors
- Analytical/legal ability, including issue identification, legal research, analysis of options, risk analysis, and creative problem-solving.
- Communication, conflict resolution, and teaming skills.
- Interpersonal skills and client relationship development; ability to interact with senior officials on sensitive issues.
- Administrative law experience involving execution of statutory law through a regulatory framework, preferably at the Federal level.
This position is designated Non-Critical Sensitive. If selected, you must obtain and maintain a Secret security clearance. If you are unable to obtain this level of security clearance, the employment offer may be withdrawn. Incumbent is subject to periodic re-investigation to maintain security eligibility per DoD 5200.2-R.
