Responsibilities- If selected at the GS-05 or GS-06 levels, duties will be performed in a developmental capacity
- Processing a variety of personnel actions for serviced customers.
- Receiving and answering routine inquiries.
- Assisting in researching non-routine inquiries.
- May assist with drafting Job Opportunity Announcements (JOAs).
- Reviewing applicants to determine applicant eligibility and minimum qualifications.
- Utilizing a variety of human resources systems and tools.
- Accomplishing routine and recurring administrative and clerical assignments.
- Maintaining organization files and records.

To qualify for a Human Resources Assistant (OA), your resume and supporting documentation must support:
- Minimum Qualified Typist:
Applicants for this position must be a qualified typist (40 WPM). You must indicate on your application how many words per minute (WPM) you can type. Failure to identify your typing speed will result in lost consideration. - Specialized
Experience:
One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-05 level, applicants must possess one year of specialized experience equivalent to the GS-04 level or equivalent under other pay systems in the Federal service, military, or private sector.
To qualify at the GS-06 level, applicants must possess one year of specialized experience equivalent to the GS-05 level or equivalent under other pay systems in the Federal service, Military, or Private Sector. To Qualify at the GS-07 Level, applicants must possess one year of specialized experience equivalent to the GS-06 level or equivalent under other pay systems in the Federal service, Military or Private Sector.
Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. - Education Substitution:
Education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. If using education to meet basic qualifications, you must submit a transcript as supplemental documentation. For education in lieu of specialized experience: GS-05 requires 4 years of education above high school;
GS-06/GS-07: generally education is not creditable above GS-5 for most positions, though graduate education may be credited in rare cases where directly related to the work. - Combination:
Combinations of completed post-high school education and experience may be used to meet total qualification requirements for GS-05. If applicable, evaluate total qualifying experience as a percentage of the required experience and education as a percentage of the required education; the combined percentage must equal at least 100 percent.
Experience refers to paid and unpaid experience, including volunteer work through National Service programs (e.g., Peace Corps, Ameri Corps) and other organizations. Volunteer work helps build critical competencies and can provide valuable training and experience. You will receive credit for all qualifying experience, including volunteer experience.
To be found well-qualified as an ICTAP applicant, individuals need to demonstrate experience including:
- GS-05/GS-06:
Apply HR rules, procedures, and operations to a variety of HR support work; use online HR resources to perform operations or prepare complex documents. - GS-07:
Apply HR rules, procedures, and technical methods to complete limited projects, analyze routine facts, and research minor issues; use HR terminology, language, and procedures to process a range of personnel actions; and provide advisory services in HR functional disciplines.
