Arcadis is seeking a Construction Change Order Engineer to join our NYCDEP Construction Management Team in Yonkers, New York. This role requires full-time onsite presence for a NYCDEP construction project located in Yonkers NY.

. Proficiency with Sage Timberline, Bluebeam, and MS Office Suite is required. This position supports general civil, heavy civil, mechanical, electrical, instrumentation and controls, and MEP projects.

• Develop independent, complete and accurate cost estimates for change orders using NYCDEP’s Bureau of Engineering Design and Construction experience.
• Perform quantity take-offs, lead the negotiation of design and field change orders, and draft Authorized Cost Breakdown Summaries and Negotiation Letters; respond to Office of Engineering Audits inquiries.
• Lead development of independent cost estimates for change orders, including pricing, vendor pricing verification, historical data review, and estimates with markups and direct/indirect costs in line with industry standards and NYCDEP contract requirements.
• Review and evaluate cost proposals from contractors through document take-offs, subcontractor proposals, estimates, and estimating software; assess construction experience and knowledge.
• Facilitate cost negotiations with contractors and prepare independent estimates of probable costs for potential change orders.
• Review and evaluate contractor time and material records and cost documentation for inclusion in change orders.
• Develop Authorized Cost Breakdown spreadsheets and Negotiation Memos for all negotiated change orders.
• Support the quantification of financial damages, if necessary, associated with claims for delay, loss of productivity, cost overruns, and other project impacts.

• 5 years’ experience with the NYCDEP Bureau of Engineering Design and Construction capital project change order process, estimating, and negotiating change orders.
• Bachelor’s Degree in Engineering, Construction Management, Finance, or Business Analytics.
• Proficiency with Sage (Timberline), Bluebeam estimating software, and MS Office Suite.
• Expertise with estimating for general trades, heavy civil, mechanical, electrical, instrumentation and controls.
• Ability to understand complex Civil and MEP and water treatment process projects.

We offer nine paid holidays and 15 days PTO that accrue per year. Salary range for this position is $140,000 - $180,000; actual salaries vary based on experience, education, budget, internal equity, project and location.
