The Department of Health and Human Services is responsible for delivery of the County’s public health and human services that meets the needs of our community’s most vulnerable children, adults and seniors. The Department provides services through more than 120 programs at more than 20 locations. With over 2,000 employees, the Department of Health and Human Services is the largest County Department.

Position

Summary

The Division of Public Health Services is seeking an Environmental Health Manager to serve in the office of Licensure and Regulatory Services to further the mission by ensuring safety through education and regulatory compliance for promoting well‑being within the community.

Responsibilities
  • Ensures compliance with all applicable Federal, State, and local laws, codes and regulations governing Food Service Facilities, Public Swimming Pools and Spas, Group Homes, Recreational Camps, Private Schools, Smoking, Bodyworks, Bingo, Raffle, Rat, and other Nuisance issues.
  • Interprets laws and regulations and directs staff of Environmental Health Specialist.
  • Participates in the management and planning for emergency preparedness.
  • Implements ways to ensure that the County and State mandated inspection requirements are met.
  • Collaborates with other county agencies and community groups on policy issues and decisions that will affect the citizens of the county.
Qualifications

Experience: Five (5) years of progressively responsible professional experience in environmental health regulatory compliance, including investigatory and enforcement work in areas such as food safety, public swimming pools/spas, nuisance control, and related public health programs.
Preferred Experience: At least two (2) years must include supervisory or managerial responsibilities overseeing Environmental Health Specialists or similar staff.

Education: Graduation from an accredited college or university with a Bachelor’s Degree in environmental health, public health, biological sciences, physical sciences, engineering, agriculture, or a closely related field.

Equivalency: An equivalent combination of education and experience may be substituted.

License:

  • Possession of a current Environmental Health Specialists License.
  • Possession of a valid Class "C" (or equivalent) driver’s license from the applicant's state of residence when required for job-related duties.

- Supervisory and/or managerial experience leading Environmental Health Specialists or similar staff.
- Current Environmental Health Specialist license in the State of Maryland.
- Experience interpreting and applying Federal, State, and local laws and regulations to complex investigations and inspections of public facilities, including:

  • Food safety and foodborne disease outbreak investigations.
  • Swimming pool/spa operation and plan review for construction.
  • Disease vector control and nuisance abatement.
  • Human trafficking enforcement related to bodyworks establishments.
  • - Experience in emergency preparedness planning for public health programs.
    - Ability to communicate effectively orally and in writing, including presenting complex technical information to lay audiences.
