The department issues approximately 40,000 building permits a year and conducts thousands of inspections by local code officials. With a staff of about 240 employees, DPS has five divisions:
Commercial Building Construction;

WHO WE ARE LOOKING FOR

The Department is seeking a Senior Permitting Services Specialist (Plan Reviewer – Right‑of‑Way) to join the Land Development Division. An individual with technical knowledge, experience, and professional skill set to ensure public safety through the effective application of adopted codes, guidelines, and standards as they relate to right‑of‑way/roadway plans.

This position may be underfilled as a Permitting Services Specialist II, Grade 24, or Permitting Services Specialist I, Grade 21. Once the employee meets the minimum requirements of the proficiency advancement process, they are eligible for the non‑competitive promotion through the series to the Senior Permitting Services Specialist, Grade 26.

The individual in this role will be responsible for performing detailed civil engineering reviews and analyses of roadway and right‑of‑way construction plans to ensure compliance with Montgomery County laws, design standards, and established policies. This position requires a strong understanding of transportation and infrastructure design principles and involves both office‑based plan reviews and occasional field investigations or inspections.

The position will:

  • Enforce the requirements of Montgomery County, state and Federal laws, codes and regulations relating to right‑of‑way designs and structures.
  • Determine complex designs to ensure they meet the requirements of established codes and standards.
  • Facilitate permit issuance in coordination with Permit Technicians and be full and technically responsible for the work assigned.
  • Meet with engineers, architects, surveyors, attorneys, developers, contractors, other government agency staff, and property owners as a subject matter expert to discuss/resolve engineering and code/policy compliance issues.
  • Explain technical and procedural requirements to stakeholders through meetings and discussions conducted in the office or field.
  • Recommend new/changes in standards, codes, regulations, and procedures; prepare analyses, reports, and correspondence on safety/technical matters as well as explain departmental positions on a variety of issues.
  • Work effectively as a team member and handle multiple projects in a fast‑paced atmosphere.
  • Communicate effectively both orally and in writing.
  • Other duties as related to the position.

There may be an opportunity for limited telework or a compressed schedule after the initial training period.

If Filled at the Senior Permitting Services Specialist, Grade 26:

Experience
:
Five (5) years of professional experience in an engineering/technical field with a focus on transportation or traffic.

If filled at the Permitting Services Specialist II, Grade 24:

Experience
:
Three (3) years of professional experience in an engineering/technical field with a focus on transportation or traffic.

If filled at the Permitting Services Specialist I, Grade 21:

Experience
:
