Position Highlights

This position works within DOC’s Fiscal Services division and performs various budget‑related functions, including expenditure analysis, financial review and projections used in decision‑making. Fiscal Services manages the agency’s finances, accounting activities, and administration of inmate services, ensuring prudent stewardship of state funds and promoting standardized business systems and procedures.

Key Responsibilities include:

  • Full‑time (40 hours per week) first‑shift schedule, Monday through Friday.
  • Located at 24 Wolcott Hill Road, Wethersfield, CT with hybrid work flexibility after a test period.
  • Travel throughout the state and work within correctional facilities as required.
  • Perform fiscal administration tasks such as budget preparation, expenditure monitoring, financial statement preparation, grant budgeting, and compliance review.
  • Assist with planning and implementation of financial aspects of EDP systems, provide technical assistance to grantees, and maintain accounting records.
  • Exercise functional supervision over clerical fiscal/administrative activities and related purchasing tasks.
  • Act as liaison with central fiscal and administrative offices and other state agencies.
  • May supervise support services such as stores, inventory, mailroom, security, or maintenance.
Knowledge, Skills, and Ability
  • Principles and practices of public administration, budget management, and governmental accounting.
  • Grants and contracts preparation and administration.
  • Purchasing principles and procedures.
  • Payroll practices and procedures.
  • Interpersonal skills, oral and written communication skills.
  • Ability to prepare and analyze financial documents, interpret statutes and regulations, and utilize EDP systems for financial management.
Minimum Qualifications – General

Six (6) years of experience in fiscal/administrative functions (e.g., accounting, budget management, grant administration, payroll, purchasing), at least one of which must be an accounting or budgeting function.

Minimum Qualifications – Special

Two (2) years of the General Experience must have been at or above the paraprofessional level, requiring independent judgment in basic accounting, budgeting, purchasing or related functions.

Substitutions
  • College training may substitute for General Experience on the basis of fifteen (15) semester hours equaling one‑half (1/2) year per semester to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in public administration, business administration or accounting may substitute for one (1) year of Special Experience.
  • State employees with two (2) years as a Fiscal/Administrative Assistant may substitute for both General and Special Experience.
  • State employees with two (2) years as a Purchasing Assistant may substitute for both General and Special Experience.
  • Completion of a Connecticut Careers Trainee program approved by DAS may substitute for the General and Special Experience.
Preferred Qualifications
  • Experience with governmental budgeting and accounting.
  • Experience generating and analyzing financial information related to the Comprehensive Financial Status Report (CFSR).
  • Experience with Core‑CT financial modules and EPM or STARS report generation, including query building and dashboard development.
  • Proficiency with Microsoft Word, Teams, and advanced Excel (pivot tables, macros, VLOOKUP, advanced formulas).
  • Developing/documenting procedures and manuals.
  • Ability to adapt to changing priorities and work under compressed deadlines.
  • Independent problem‑solving capability.
