About the Position

The company is seeking a qualified Project Scheduler to support NAVFAC Design-Build construction projects in Guam and Hawaii.

The Project Scheduler is responsible for the development, maintenance, analysis, and reporting of the Project Baseline Schedule and all schedule updates in accordance with contract requirements, including UFGS Division 01 scheduling specifications.

This role is a critical member of the Project Management Team, working closely with the Project Manager, Superintendent, Project Engineer, QC Manager, and subcontractors to ensure the project schedule functions as a proactive management tool rather than simply a reporting requirement.

The Scheduler will also interface with NAVFAC ROICC representatives and Government QA personnel to support schedule reviews, progress reporting, and schedule-related contract requirements.

Key Responsibilities

Schedule Development

  • Develop the Project Baseline Schedule using Primavera P6 in accordance with contract requirements.
  • Coordinate with project leadership, subcontractors, and the Designer of Record to incorporate all design, procurement, permitting, and construction activities.
  • Ensure schedule logic reflects realistic durations, sequencing, and constraints.
  • Submit baseline schedules for Government review and respond to comments.

Schedule Maintenance & Reporting

  • Prepare and submit monthly schedule updates in accordance with NAVFAC and UFGS requirements.
  • Update actual progress, remaining durations, and logic changes.
  • Identify and analyze critical path and near-critical activities.
  • Prepare narrative reports explaining schedule status, delays, impacts, and recovery plans.

Schedule Risk & Delay Analysis

  • Identify schedule risks and develop mitigation strategies.
  • Support development of recovery schedules when delays occur.
  • Perform schedule fragnet analysis for potential changes or contract modifications.
  • Assist with preparation of Time Impact Analyses (TIA) when required.

Design & Procurement Coordination

  • Integrate design deliverables and submittal activities into the schedule.
  • Coordinate with the Project Engineer to track design review timelines and Government comment resolution.
  • Ensure long-lead procurement and fabrication activities are properly sequenced.

Construction Coordination

  • Interface regularly with the Project Superintendent and Field Engineers to verify actual field progress.
  • Conduct schedule review meetings with subcontractors.
  • Verify procurement, delivery, and installation timelines align with field operations.

Project Controls Support

  • Assist the Project Manager in evaluating schedule impacts related to changes or unforeseen conditions.
  • Support preparation of documentation for Government review when schedule adjustments are required.
  • Maintain accurate schedule documentation to support claims avoidance and dispute resolution.

Requirements

  • Bachelor’s degree in Construction Management, Engineering, or a related field (or equivalent experience)
  • 5+ years of scheduling experience on federal, infrastructure, or heavy civil construction projects
  • Demonstrated experience developing and maintaining schedules in Primavera P6
  • Experience supporting Design-Build project delivery
  • Strong knowledge of Critical Path Method (CPM) scheduling
  • Experience preparing schedule narratives and impact analyses
  • Proficiency with Microsoft Office (Excel, Word, Outlook)
  • U.S. Citizenship required
  • Experience supporting NAVFAC, USACE, or other DoD construction projects
  • Familiarity with UFGS Division 01 scheduling requirements
  • Prior OCONUS project experience, particularly in Guam or the Indo-Pacific region
  • Experience preparing Time Impact Analyses (TIA) for federal contracts
  • Experience working with cost-loaded or resource-loaded project schedules
