General Definition of Work

The Civilian Criminal Intelligence Analyst is a non-sworn civilian employee who supports law enforcement operations through data-driven analysis, research, and intelligence development. Their work helps improve crime prevention, investigations, and resource deployment. They provide analytical and research support to law enforcement personnel by collecting, analyzing, and interpreting data related to criminal activity, trends, and patterns. The analyst assists in identifying suspects, developing investigative leads, forecasting potential crime issues, and supporting both short-term tactical operations and long-term strategic planning.

of Duties Essential Functions
  • Collect, compile, research and/or analyze data from police reports, computer systems, social media, and external databases.
  • Identify crime trends, series, patterns, and hot spots to support proactive policing and investigative strategies.
  • Prepare maps, charts, graphs, bulletins, and detailed analytical reports for detectives, command staff, and patrol units.
  • Assist detectives and officers with case support by providing background research, link analysis, and suspect associations.
  • Provide real-time analytical assistance during active investigations, major incidents, or critical events.
  • Collaborate with regional law enforcement agencies, fusion centers, and other criminal analysts to share intelligence and identify cross-jurisdictional patterns.
  • Present findings and briefings to command staff, investigative teams, and community stakeholders.
  • Support data-driven policing objectives with statistical reports and summaries.
  • Develop and maintain analytical dashboards or performance metrics related to crime, calls for service, and departmental initiatives.
  • Assist with crime prevention programs, or community presentations when data or research support is needed.
  • Maintain confidentiality and handle sensitive law enforcement data responsibly; ensure compliance with state and federal information-sharing guidelines.
  • Participate in the development of CID Division goals, objectives and performance measures to improve operations and effectiveness.
  • Review various intelligence documents to disseminate information department-wide, county-wide or regionally, depending on the type of information.
  • Remain current on job-specific procedures through various written sources, training courses and organizational meetings to keep abreast of current changes and events relating to law enforcement and criminal intelligence analysis.
  • Attend annual training courses required for Criminal Analysis and Intelligence.
  • Assist Real Time Crime Information Center (RTIC) on a part-time basis.
  • Network and collaborate with analysts from surrounding agencies.
  • Ability to answer cell phone calls and respond to text messages and emails, in a timely manner.
Knowledge, Skills, And Abilities
  • Strong understanding of criminal justice processes, investigative techniques, and law enforcement operations.
  • Ability to analyze, interpret, and summarize large volumes of data from various sources to identify trends and actionable intelligence.
  • Strong written and verbal communication skills, including the ability to present complex data clearly to officers, detectives, and command staff.
  • Skill in producing professional charts, graphs, crime maps, and analytical bulletins.
  • Knowledge of statistical analysis, predictive modeling, and geographic information systems (GIS).
  • Strong critical thinking, problem-solving, and organizational skills.
  • Proficiency with crime analysis software, geographic information systems (GIS), and data visualization tools (e.g., ArcGIS, Power BI, Excel).
  • Skilled in research, critical thinking, and problem-solving.
  • Ability to manage multiple priorities, meet deadlines, and work independently or collaboratively in a team setting.
  • Understanding of information security, data privacy laws, and intelligence-sharing protocols and handle sensitive or confidential information appropriately.
Qualifications Typical Qualifications
  • Bachelor’s degree in Criminal Justice, Criminology, Data Analytics, Statistics, Computer Science, or a similar related field is required.
  • Minimum of one (1) to three (3) years of experience performing analytical or research work, preferably in a law enforcement, intelligence, or public safety setting.
  • Certification or training through the International Association of Crime Analysts (IACA), International Association of Law Enforcement Intelligence Analysts (IALEIA), or similar certification/organizations is desirable.
  • Any equivalent combination of education, training and experience that provides the requisite knowledge, skills and abilities for this position.
  • Must possess and maintain IDACS and NCIC certifications.
