Primary Purpose

The Labor Compliance Analyst (Prevailing Wage) serves as the company’s point of contact regarding Prevailing wage labor compliance. This role is responsible for the management of all prevailing wage compliance company wide ensuring completeness, timeliness, compliance with regulations and company policy and accuracy.

Essential Functions
  • Ensure compliance with all applicable prevailing wage laws and regulations, including the Davis-Bacon Act
    , Service Contract Act
    , and various state and local requirements
    .
  • Review payroll data for employees working on public works projects to verify alignment with prevailing wage determinations, fringe benefits, and labor classifications.
  • Prepare, review, and submit certified payroll reports manually and through online platforms such as LCPTracker, eMars, eComply, Elations, eBacon, DIR
    , and Washington L&I.
  • Prepare and file state-specific compliance documents (e.g.,
    DAS 140, DAS 142, Washington L&I Intent & Affidavit
    ) as required.
  • Prepare and submit labor compliance documentation requested by customers, project owners, or compliance agencies.
  • Determine appropriate wage rates and labor classifications for assigned projects.
  • Review and analyze contract specifications and bid documents for compliance with prevailing wage laws and regulations.
  • Maintain organized, accurate, and up-to-date prevailing certified payroll submissions, wage determinations and prevailing wage related compliance correspondence.
  • Partner with Payroll, HR, Legal, Contracts, Operations, and Sales to verify project information, resolve compliance issues, and support audits.
  • Serve as a liaison between the company, customers, subcontractors, and government agencies to ensure timely and accurate communication.
  • Respond to audit requests, employee inquiries, and customer questions related to prevailing wage documentation.
  • Utilize internal systems, compliance platforms, Excel trackers, and payroll tools to monitor, reconcile, and validate payroll data.
  • Conduct internal audits and research certified payroll, wage determinations, and labor regulations to maintain full compliance.
  • Participate in cross-functional projects and initiatives to strengthen company wide prevailing wage compliance.
  • Identify opportunities to improve efficiency, accuracy, and internal controls within compliance processes.
  • Maintain a strong commitment to providing excellent internal and external customer service.
  • Stay informed on regulatory updates and best practices to ensure ongoing compliance and continuous process improvement.
  • Support the development and maintenance of Standard Operating Procedures (SOPs) for prevailing wage compliance and payroll reporting.

Qualifications
  • Education
    : 4 Year / Bachelors Degree or equivalent professional experience.
  • Experience
    :
    Minimum 3 years of construction payroll and/or accounting experience with prevailing wage compliance experience.
  • Additional Knowledge, Skills, and Abilities
    :
