Job Summary/Basic Function

This position serves as the Director of Facilities Management, which assumes full responsibility for all areas of Facilities Management, which includes budget planning/management and comprehensively directs all areas of Facilities Management, including budget planning, contract and vendor negotiating, reviewing agreements/contracts for compliance and accuracy, and determining allocation of all funding to appropriately meet the needs for building and equipment repairs and preventive maintenance, continuous grounds maintenance, custodial operations, and utility management to include energy savings measures, where appropriate.

The position directs all aspects of personnel management, construction, renovation, grounds, custodial, space utilization, shipping and receiving, mail services, and coordination of University-wide safety and emergency management programs.

Minimum Qualifications

Demonstrated ability to plan, organize, coordinate, direct and control all aspects of facilities management activities and capital project management. Ability to work with management systems including work order, energy management and ERP systems. Ability to effectively work with a variety of skilled/unskilled, professional, administrative and industry personnel both internal and external to the University. Knowledge of office administration, plant management, budget development and management and business operations.

Demonstrated experience in emergency planning and hazardous waste management. 4-8 years of experience in managing personnel, emergency planning general maintenance of buildings, PM systems, building mechanical systems, building construction/renovations, trades such as electrical, HVAC, plumbing, general contracting, AIA, and engineering; safety and regulatory (OSHA, MSDS, RTK, DOL, RECRA, EPA, etc.); computer literate; supervisory and administrative, and finance and budget.

Directs and manages overall operations of physical facility assets including the performance of maintenance, grounds, custodial, office and contract personnel; review and administration of contracts for new facilities and facility services; purchase of and distribution of utilities.

Evaluates and insures the efficient operation of all departments within facility management.

Develops and maintains budgets, controlling operating expenses consistent with University mission and goals. Develops annual capital projects budget including campus deferred maintenance projects.

Provides administrative and technical direction and supervision to department staff in office, grounds, custodial, construction management, and professional trades including work schedules, annual goal development and performance reviews and training.
