The Director oversees the general management, administration and day-to-day program management, including budget management, grant writing, bid proposals, purchasing, implementation and evaluation of all the various Weatherization Programs and Heating System Programs.
Responsible for all facets of fiscal and program management effectiveness of these programs. This is to be accomplished in accordance with local, state and federal requirements with attention to the needs of the community.
Received:
Works under the direct supervision of the Chief Operating Officer, and under the general supervision of the Chief Executive Officer.
Exercised:
Provides general and direct supervision to all program personnel and monitors staff work efforts through regularly scheduled conferences with key program personnel.
RATE: (Experience will be considered)
JOB RESPONSIBILITIES:- Assesses staffing needs, designs job descriptions, interviews, hires, trains, evaluates and manages staff necessary to meet program goals and objectives in compliance with Agency personnel policies.
- Develops appropriate work plans, timetables and internal operating policies and procedures that are in compliance with Agency and funding requirements to ensure progress toward meeting production goals.
- Devises, implements and monitors workable management information systems that are in compliance with Agency and funding source requirements for the purpose of tracking program activity.
- Works with and is able to teach all the various software products used in the performance of the program activities.
- Maintains a close working relationship with the Fiscal Officer and Fiscal Department and is accountable for the fiscal management of the program in accordance with the Agency’s fiscal procedures. This includes but is not limited to, budgets, expenditures, billings, reports and regulations. Provides a monthly accounting of funds obligated, funds spent and funds unspent and maintains current information on all budgetary expenditures.
- Designs and implements a system to prioritize eligible clients to make sure that households are served according to the priorities set and thus encourage the maximum feasible participation of the lower income community in program services.
- Provides a monthly accounting of the number of jobs done, number of jobs left to do in a program year and maintains current production and leveraging information on all funding sources.
- Ensures program compliance with federal, state and agency rules and regulations.
- Develops and maintains a strong working relationship with clients, community agencies/organizations, contractors, supplier/vendors and funding source personnel.
- Keeps current on most recent rules and regulations governing program administration and acquaints department personnel with same in a conscientious manner.
- Supervises staff in the implementation of program work plans, meeting with key staff on a regularly scheduled basis. Annually appraises staff performance.
- Maintains a working relationship with governmental officials, local boards and agencies in developing and managing the programs.
- When needed, prepares, writes and organizes proposal applications, grants and budgets in accordance with approved Agency and funding source procedures.
- Provides public information, news releases and meets advertisement requirements to the general public through medial sources.
- Must possess a valid driver’s license and be able to travel when needed.
- Will maintain professional boundaries with all current, past, and prospective clients, and maintain the confidentiality of clients and staff, in accordance with CAPHR policy and procedure.
- Abide by all CAPHR Safety policies and procedures.
- Present professional and positive image as a representative of CAPHR.
- Responsible for having adequate knowledge of all CAPHR programs and will gather sufficient intake information to make referrals to other CAPHR programs which are beneficial to the client and his/her family.
